The Recruitment Section of Temporary Solutions connects talented people to public service through innovative workforce solutions that strengthen hiring across state agencies, streamline statewide career services, and build a future-ready North Carolina.

We are excited to announce the recruitment of our first Talent Strategy and Innovation Delivery Manager.

We're looking for a collaborative, action-oriented leader to design and execute workforce initiatives that strengthen the state's ability to attract and hire top talent, primarily for permanent state government positions. The duties of this role will:
• Drive the development of statewide talent pipelines through strategic
partnerships and job seeker-centric services.
• Work to modernize recruitment practices by introducing innovative tools and
processes.
• Accelerate hiring by identifying and reducing hiring barriers and improving
efficiency.
• Leverage data, pilot new programs, and collaborate across agencies and
partners to ensure that talent strategies are scalable, impactful, and aligned
with the evolving workforce needs of North Carolina state government.
• Leads and supervises a team of talented Recruiters delivering strategic and
innovative services for job seekers and state agency partners.

As the first Talent Strategy and Innovation Delivery Manager, you will contribute to defining the program's vision, launch innovative programs, and drive measurable improvements statewide.   • Experience designing and implementing workforce, recruitment, or talent acquisition strategies.
  • Experience using data, metrics, or performance analysis to evaluate program effectiveness and inform decisions and investments.
  • Proficiency in grasping modern recruitment techniques, strategies for workforce improvement, and tools or technologies that enhance hiring efficiency and elevate the candidate experience.
  • Skill in establishing and maintaining productive partnerships, while fostering and sustaining effective collaborations.
  • Capability to oversee several projects or initiatives at once, which involves planning, prioritizing, executing, and achieving results in a fast-paced setting.


Minimum Education and Experience

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution and 5 years of HR experience required, including 3 years in a supervisory role; or equivalent combination or education and experience.
