Job Description

The Talent Acquisition Manager serves as a strategic partner to leadership and hiring managers, overseeing full-cycle recruiting, workforce planning, and compliance within a federal contractor environment. This role develops sourcing strategies, KPI's, manages recruiting operations, ensures compliance with EEO/OFCCP requirements, and maintains accurate applicant records to support audits and contractual staffing obligations. Occasional travel, including overnight, to job and career fairs and recruiting events is required.

Talent Acquisition Leadership
  • Lead full-cycle recruiting across departments and government contracts.
  • Partner with hiring managers to forecast staffing needs and prioritize requisitions.
  • Review job descriptions for accuracy and alignment with contract and labor category requirements.
  • Manage pipelines for critical and hard-to-fill roles and provide regular hiring status updates.
  • Support staffing for new contracts, transitions, and surge hiring initiatives.

Sourcing & Job Posting
  • Oversee job postings across company platforms and external job boards.
  • Ensure postings reflect approved qualifications and comply with EEO/OFCCP requirements.
  • Develop sourcing strategies using job boards, networks, referrals, and talent databases.
  • Monitor source effectiveness and recommend improvements based on recruiting metrics.

GovCon Compliance
  • Coordinate recruiting activities to meet federal contract staffing and qualification requirements.
  • Maintain accurate applicant records to support internal, customer, and government audits.
  • Ensure compliance with federal, state, and local employment regulations.
  • Support EEO, OFCCP, applicant flow, affirmative action, and other required reporting.
  • Monitor ATS data integrity, applicant dispositions, and compliance documentation.

Recruiting Operations & Reporting
  • Maintain recruiting workflows, service standards, and process documentation.
  • Track and report key metrics (time-to-fill, pipeline activity, source effectiveness).
  • Prepare/present dashboards and reports for HR and executive leadership.
  • Identify recruiting challenges and recommend process improvements.

Hiring & Onboarding Support
  • Coordinate interviews, evaluations, selections, and offers.
  • Ensure offers align with approved compensation and contract requirements.
  • Support pre-employment processes including background checks and/or security clearance steps.

Supervisory Responsibilities
  • Hire, lead, and develop recruiting staff.
  • Set team goals, priorities, and performance expectations.
  • Assign workloads and monitor productivity, sourcing quality, and compliance.

Knowledge, Skills & Abilities
  • Expertise in full-cycle recruiting and talent acquisition best practices.
  • Strong understanding of federal contractor requirements, EEO/OFCCP, and applicant recordkeeping.
  • Knowledge of government contract labor categories and qualification standards.
  • Excellent communication, presentation, coaching, project management, and analytical skills.
  • Ability to anticipate staffing needs and build proactive sourcing strategies.
  • Strong judgment, confidentiality, and attention to detail.

Qualifications

Required
  • Bachelor's degree in HR, Business, or related field (or equivalent experience).
  • 10+ years of progressive recruiting/talent acquisition experience.
  • 1-3 years supporting federal contracting, professional services, or regulated environments.
  • Prior management experience leading recruiting teams.
  • Demonstrated ability to manage multiple requisitions and competing priorities.
  • Experience developing sourcing strategies and managing job postings.
  • Working knowledge of federal employment and recruiting compliance.
  • Proficiency with ATS/HRIS platforms (Deltek, Workday, ADP, iCIMS, iSolved, Greenhouse, etc.)

Preferred
  • Experience supporting federal government contracts and security-clearance recruiting
  • Experience with OFCCP compliance, EEO reporting, and affirmative action requirements
  • Experience implementing a new ATS system
  • Experience with OCONUS hiring
  • SHRM-CP, SHRM-SCP, PHR, or SPHR, SHRM Talent Acquisition Specialty certification
  • AIRS Professional Recruiter (PRC) or similar
  • Remote: East Coast - Virginia Preferred

The anticipated salary range for this role is $95,000 to $120,000 annually. The anticipated salary range for this position is provided in accordance with applicable pay transparency laws. The final starting salary will be determined based on a variety of job-related factors, including the selected candidate's qualifications, skills, relevant experience, education, certifications, and work location (where applicable), as well as internal equity and market considerations.
