OVERVIEW:

The Maine Information Technology (MaineIT) group currently has a vacancy for a Systems Team Leader within our Applications Development section.  The position will supervise a portion of the MaineIT team supporting the Department of Public Safety and the Department of Corrections and others.

Hybrid Work Opportunity – The employee in this position currently has the opportunity to work from home as much as 90% of the time.

ABOUT THE JOB:

We are seeking a highly motivated individual to work closely with business partners, vendors, and IT staff to help the Maine Department of Public Safety and the Department of Corrections and others maximize the benefits of its systems, satisfy business objectives, and meet their data and reporting obligations.

WHAT WILL YOU DO?

The position will direct an applications team in order to meet project goals, hire and supervise MaineIT technical staff, establish training and performance goals and conduct performance reviews, work with the technical team to ensure assigned tasks are completed, resolve, and prevent operational issues, coordinate resource requirements, distribute the team’s workload, manage employee development plans, and provide liaison between the business and technical team.     

KNOWLEDGE, SKILLS & ABILITIES:

To be successful, you must be professional, have a passionate vision to lead and influence outcomes, and have a technical background.  The ideal candidate will also possess the attributes and skills listed below:

  • Strong oral and written communication skills, including the ability to write clearly and effectively at a level appropriate to the target audience, which will include business users, senior business managers, project managers, and all levels of IT support and management.
  • Be a highly organized, self-starter capable of using professional judgement, prioritizing responsiveness, and applying analytical thought for problem resolution.
  • Knowledge of all phases of the software development life cycle, as well as the project life cycle.
  • Manage and coordinate small projects that involve multiple stakeholders.
  • Practical experience with test planning, execution, and acceptance criteria.
  • Facilitate meetings and requirements-gathering sessions with business users and managers.
  • Work closely with various functional areas of an IT organization.
  • Agility and foresight to escalate issues in a professional manner.
  • Ability to coach and foster an environment of continuous learning with IT staff.
  • Must be able to accomplish tasks in a timely manner with limited supervision.
  • Desire and commitment to a high level of support to the customer, while establishing and maintaining positive relationships.
  • Experience in generating, publishing, reviewing, awarding Requests For Proposals (RFPs), moving them through contracting, then overseeing the ensuing project would be a plus.

MINIMUM QUALIFICATIONS:

Advanced education, training, and/or experience in application system analysis, computer programming, or another closely related field demonstrating competency in developing or troubleshooting computer applications; analyzing and maintaining computer systems; writing or reviewing coding; assessing operations and outcomes; preparing informational reports; tracking finances; and acting in an informal leadership capacity.
