Full Job Description
Duties Description Under the direction of the Director for Technology, the Manager of Information Technology 2 (MITS 2)/ Director of Operational Technology (OT), SG-29, role within the Parks/APA Dedicated Support Team, candidate will support the Office of Parks by performing a full range of duties including serving as the strategic leader responsible for the vision, development, implementation, and ongoing management of operational technology infrastructure for NYS ITS Dedicated Parks Team. This role will ensure the reliability, security, and efficiency of all systems that control and monitor operations, processes, and critical infrastructure. The MITS 2 will bridge the gap between IT and OT, fostering collaboration and driving digital transformation initiatives to enhance productivity, safety, and business outcomes.
Key Responsibilities:
• Strategic Leadership: Develop and execute a comprehensive OT strategy aligned with the Agency's overall business objectives. Identify opportunities for technological advancements to improve operational performance.
• Infrastructure Management: Oversee the design, implementation, maintenance, and lifecycle management of all OT systems, including related hardware and software.
• Cybersecurity: Work with Dedicated ISO Team to ensure and implement OT cybersecurity measures to protect critical infrastructure from threats and establish a unified security posture.
• System Reliability & Performance: Ensure the high availability, reliability, and performance of all OT systems. Develop and implement proactive maintenance strategies, disaster recovery plans, and business continuity measures.
• Team Management: Lead, mentor, and develop a team of OT engineers, technicians, and support staff. Foster a culture of continuous improvement, innovation, and collaboration.
• Project Management: Oversee the planning, execution, and successful delivery of OT-related projects, from conception to completion, ensuring they are on time, within budget, and meet defined objectives.
• Vendor Management: Manage relationships with OT hardware and software vendors, service providers, and system integrators. Work with the Dedicated Parks Team to negotiate contracts and ensure vendors' service level agreements are met.
• Cross-Functional Collaboration: Work closely with ITS shared services teams and other ITS units to ensure seamless integration of OT systems with enterprise ITS systems and NYS Parks business processes.
• Compliance & Standards: Ensure all OT systems and practices comply with NY State policies and standards and also relevant industry regulation and safety standards and policies.
• Innovation & Emerging Technologies: Stay abreast of emerging OT trends, technologies, and best practices. Evaluate and recommend new solutions to enhance operational efficiency and competitive advantage.
• Supervise staff and resources dedicated to the PARKS/APA Dedicated Team.
• Perform additional duties as required.

Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 2, M-3, OR in a position at the G-27 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades, or one M-grade.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
