About the role: PMAT is seeking a Systems Engineer with MBSE experience. Candidates will be responsible for providing high-quality engineering in the development of networks, infrastructure, data architecture, tools and analytics. In this role, the Systems Engineer will be an integral team member supporting assured Command and Control capabilities for our DoD customer within the Navy Information Warfare Systems Command (NAVWAR) in San Diego, CA. The Systems Engineer will have a strong understanding of and experience in developing engineering solutions for a large-scale architecture capable of supporting C2 of unmanned systems and have experience with MBSE.
Responsibilities:
- Managing the development cycle associated with producing resilient software, hardware, and web applications, including specification, design, coding, testing, and maintenance.
- Oversee the creation of hybrid software, web, and hardware products from initial specifications to final rollout and maintenance.
- Integrate various network operating systems, application programs, and hardware devices.
- Apply modeling to support a system or system of systems (SoS) requirements, design, analysis, verification, and validation activities throughout the acquisition lifecycle phases.
- Manage/coordinate information and resources to meet digital thread-related objectives. Implement a model-based culture, leveraging capabilities of the digital enterprise environment infrastructure of the organization.
- Utilize model data support to enable the creation of a digital thread across other engineering disciplines (e.g., cyber and configuration management)
Required Skills and Experience:
- Experience as a systems engineer.
- Experience performing Model Based Systems Engineering.
- High comprehension of software architecture, requirements-driven design, and test/behavior-driven development.
- Experience monitoring and tracking the as-is Architectures, which includes fielded and programmed architectures focused on programs, projects, and their interfaces, both external and internal.
- Knowledge of the Department of Defense Architecture Framework/Unified Architecture Framework (DoDAF/UAF).
Preferred Skills and Experience:
- Experience identifying risks associated with the development and implementation of Architectures, both external and internal, for efforts in the RDT&E phase of the acquisition life cycle
- Experience providing functional knowledge and technical support of developing enterprise architecture to support MBSE to the NOA Chief Engineer. This support shall include data structure supporting Systems Modeling Language (SySML) and the development of integration with current data models and tools in use.
- Experience developing roadmaps for S&T, and providing forecasted systems and capabilities for integration into forward-looking views of the Navy's Enterprise Architecture (EA), including Target Architecture.
- Experience monitoring, maintaining, enhancing, and managing all system (software/hardware/network/configuration and data management) operations and system administration, integration, and data transfer for modeling and simulation tools, architecture tools, and data repositories within the Naval Integrated Modeling Environment (IME).
- Support RAS system engineering and architecture development for CCIO, CTO and Mission Managers.
- Apply modeling to support a system or system of systems (SoS) requirements, design, analysis, verification, and validation activities throughout the acquisition lifecycle phases.
- Manage/coordinate information and resources to meet digital thread-related objectives. Implement a model-based culture, leveraging capabilities of the digital enterprise environment infrastructure of the organization.
- Utilize model data support to enable the creation of a digital thread across other engineering disciplines (e.g., cyber and configuration management)
- Experience with cross-platform collaborative MBSE/digital environments or equivalent (e.g., MagicDraw/Cameo Systems Modeler, Sparx System Enterprise Architect, Rational Rhapsody, System Architect, etc.), which provide tools to design, track, visualize, and analyze all aspects of systems in standard-compliant models and diagrams.
- Experience developing target architectures for platforms, enclaves, and systems based on Defense in Depth Information Assurance Functional Architecture (DFIA) by leveraging MBSE for efforts in the RDT&E phase of the acquisition life cycle.
- Experience providing input in the review and analysis of Acquisition Engineering documentation for programs in the RDT&E lifecycle, e.g., DoDAF Artifacts, Symantec Endpoint Protections (SEPs), Cybersecurity Strategy, System-Level Continuous Monitoring (SLCM) strategy, System Security Accreditation Plans, and System Design Specification (SDS), Human System Integration (HSI) requirements and plans, System test and quality assurance plans to include TEMPs, Independent Verification and Validation (IV&V) plans, Software Development and Software Management Plans.
- Experience identifying risks associated with the development of enterprise architectures to address system of systems cybersecurity designs, maximizing common and inheritable security controls in support of a defense in depth strategy through the utilization of digital engineering methods for efforts in the RDT&E phase of the acquisition life cycle.
- Experience providing functional knowledge and technical support of developing enterprise architecture to support MBSE to the NOA Chief Engineer. This support shall include data structure supporting Systems Modeling Language (SySML) and development of integration with current data models and tools in use.
- Experience tracking cybersecurity implementation across the acquisition lifecycle to make recommendations on cybersecurity risks and mitigations in support of IPTs, SETRs, Platform Technical Review Boards (PTRBs), Configuration Control Board (CCBs).
- Experience developing engineering technical reports, analysis, briefings, and meeting minutes related to IATA responsibilities, SoS and Capability analysis, Cloud Security Development capabilities, Trusted Security and Networks (TSN) and Supply Chain Risk Management (SCRM), and Industrial Control System (ICS) and Supervisory Control and Data Acquisition (SCADA).
- Experience tracking and documenting cybersecurity evaluations throughout the engineering, procurement, certification, and sustainment phases of acquisition (e.g., RMF, SETR, cyber risk to mission, and cybersecurity readiness).
