Full Job Description
Torch Technologies is seeking a Systems Engineer (Journeyman) with Test Automation Experience to join a team to support the testing of systems assigned to the Air Force Human Resources Systems Division (HRSD). The person that fills this position will apply their software engineering skills to test automation, tool engineering, and quality verification across the Military Personnel Data System (MilPDS) and broader legacy applications within the HRSD. The ideal candidate will possess programming skills-enabling them to write maintainable automation code for use in test workflows, executing manual testing, support pipeline integration, and support agentic testing workflows using enterprise automation suites such as UiPath and OpenText UFT One. This position supports the AFLCMC/GB Business and Enterprise Systems Directorate (BES)/GBH Human Resources Systems Division.

The Systems Engineer (Journeyman) will perform work that applies a broad theoretical and practical knowledge of Agile-based software engineering with responsibilities such as, but not limited to:
  • Identify, describe, and apply emerging IT acquisition strategies, best practices, IT-related performance measures and quality management in support of acquisition planning, information assurance/cybersecurity, test and evaluation processes, verification and validation processes, and/or fielding and sustaining of IT/software systems;
  • Conduct reviews on program portfolio to evaluate and/or recommend alternative plans, improve systems engineering programs/processes, manage/sustain program technical baseline, and design/perform system level tests to assure that subsystems and system performance is achieved in accordance with approved specifications.
  • Perform program reviews to evaluate alternative proposed plans, systems engineering programs, design and test results to assure that subsystem and system performance is achieved in accordance with program specifications.
  • Prepare technical documentation which defines, specifies, and recommends system/subsystem characteristics.
  • Prepare management reports and conducts technical presentations for planning, implementation and corrective action using application of engineering principles.
  • Perform validation of software systems including development of analyses/evaluation criteria and procedures, analyses/evaluation of results, and related recommendations.
  • Provide Agile and Digital system/program engineering, technical support and technical training to support programs/initiatives including, but not limited to, acquisition, development, integration, sustainment, continued evolution, deployment/fielding and installation, and operations oversight.
  • Provide engineering support services and inputs to program and project risk management activities in compliance with AF Systems Engineering Assessment Model (SEAM) processes.
  • Perform all (system) engineering according to applicable DOW, AF, AFMC directives, instructions, and manuals, to include, but not be limited to, AFI 63-101, AFMAN 63-144, AFMCI 63-1202, AFMAN 63-128, AFI 99-103 and their updates, successors (as happens over time).


Required Qualifications:
  • U.S. Citizenship is required.
  • Bachelor's or master's degree in a related field and at least 3 years of experience in the respective technical/professional discipline being performed, three of which must be in the DoW.
  • OR, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, 5 of which must be in the DoW.
  • Practical software engineering and scripting experience with proven proficiency in one or more programming languages (e.g., Java, VBScript, or C++) and core software engineering concepts.
  • Experience creating, debugging, and maintaining automated test suites using enterprise tools such as UiPath, OpenText UFT One (formerly HP UFT/QTPP), or similar GUI automation frameworks.
  • Possesses understanding of software quality assurance, manual test execution, test procedure creation, and defect logging platforms (e.g., Jira).
  • Experience with the Risk Management Framework (RMF), and Federal DoW Cybersecurity regulations, policies and best practices.
  • Ability to obtain and maintain a DoW Secret Security Clearance
    (required to start).


Preferred Qualifications:
  • Familiarity with Oracle RDBMS and the ability to execute basic SQL queries to inspect and verify database states.
  • Prior experience operating within a DoW test and evaluation environment.
  • Familiarity with MilPDS user interfaces, Oracle Forms, personnel data structures, or legacy military HR software applications.
  • Experience executing or triggering automated test suites within CI/CD pipelines (such as Flex Deploy, Jenkins, or GitLab CI/CD).
  • Highly Desirable - IAT/IAM level II certification (Minimum of Security+; equivalent or higher certification).
