About the role: PMAT is seeking an experienced Systems Engineer III to support systems engineering, architecture development, technical integration, acquisition lifecycle support, and capability delivery for complex Navy and DoW systems. This role contributes to System of Systems (SoS) requirements analysis, architecture development, software and hardware integration, cybersecurity risk tracking, technical documentation, and capability roadmap planning across RDT&E, fielded, and programmed environments. The candidate will work closely with chief engineers, program leadership, technical teams, cyber stakeholders, platform integration organizations, and operational users to ensure architectures, requirements, interfaces, risks, and technical decisions are clearly documented and aligned to mission objectives. The role requires strong technical judgment, architecture awareness, cross-functional coordination, and the ability to support engineering execution across software, hardware, network, communications, and data environments. Responsibilities: • Support systems engineering execution across complex Navy and DoW programs by coordinating requirements, interfaces, architecture products, integration dependencies, technical risks, and engineering activities across stakeholders. • Apply systems engineering processes to support system and System of Systems requirements, design, analysis, verification, validation, sustainment, and acquisition lifecycle activities. • Develop, monitor, and maintain as-is and to-be architectures for fielded and programmed capabilities by tracking systems, projects, interfaces, dependencies, data flows, and internal and external architecture changes. • Support enterprise architecture development by coordinating architecture data, technical artifacts, architecture repositories, and integration with current engineering workflows and program documentation. • Provide technical input to software architecture, requirements-driven design, test/behavior-driven development, system specifications, hardware/software compatibility, and platform working parameters. • Support SoS integration and capability analysis by identifying risks, coordinating technical studies, assisting with architecture reviews, supporting design sessions, and providing recommendations for system redesigns, improvements, and future capability roadmaps. • Support cybersecurity-informed architecture and acquisition activities by tracking cybersecurity implementation, cyber risk to mission, RMF considerations, security controls, cyber readiness, and architecture impacts across engineering, procurement, certification, and sustainment phases. • Coordinate technical representation and integration activities with Navy platform organizations, program offices, change control boards, fleet stakeholders, and external organizations to support roadmaps, engineering changes, technical documentation, demonstrations, testing, and capability fielding. Required Skills and Experience: • Experience serving as a systems engineer or supporting systems engineering activities for complex software, hardware, network, communications, or mission systems. • Experience supporting architecture development, technical integration, requirements analysis, or related systems engineering processes. • Understanding of software architecture, requirements-driven design, test-driven development, behavior-driven development, and system integration concepts. • Experience tracking architectures, interfaces, dependencies, risks, requirements, technical changes, or integration activities across fielded, programmed, or developing systems. • Ability to support System of Systems engineering activities, including requirements analysis, design coordination, integration planning, verification, validation, and sustainment support. • Experience working with cross-functional technical teams, program stakeholders, cyber personnel, engineering leadership, and operational users in a dynamic program environment. • Ability to develop, review, and maintain technical documentation, engineering analysis, briefings, meeting minutes, architecture products, and decision-support materials. • Strong written and verbal communication skills with the ability to translate technical information for engineering, cybersecurity, operational, and program management audiences. Preferred Skills and Experience: • Knowledge of Department of Defense Architecture Framework (DoDAF) and experience developing, reviewing, or maintaining architecture artifacts. • Experience developing enterprise architectures, target architectures, capability roadmaps, S&T roadmaps, or forward-looking views of Navy enterprise systems, platforms, enclaves, or capabilities. • Experience identifying technical, cybersecurity, integration, or architecture risks for systems in the RDT&E phase of the acquisition lifecycle. • Experience reviewing or supporting acquisition engineering documentation such as DoDAF artifacts, Cybersecurity Strategy, System-Level Continuous Monitoring strategy, System Security Accreditation Plans, System Design Specifications, Human Systems Integration plans, TEMPs, IV&V plans, Software Development Plans, or Software Management Plans. • Experience supporting cybersecurity-informed systems engineering, including RMF, SETR, cyber risk to mission, cybersecurity readiness, inheritable security controls, defense-in-depth architecture, supply chain risk management, cloud security development, trusted networks, ICS, or SCADA considerations. • Experience coordinating with Navy platform integration organizations, Fleet and Type Commands, NAVSEA, PEO C4I, NAVWAR/SPAWAR, production change control boards, configuration control boards, or similar technical governance bodies. • Experience supporting Engineering Change Proposals, Ship Change Documents, Field Change Bulletins, Engineering Change Orders, communications roadmaps, program master plans, technical data calls, fleet demonstrations, or capability fielding procedures. • Experience providing satellite communications, Navy communications systems, network integration, or end-to-end communications capability analysis and technical expertise. Education and Certification Requirements: • Bachelor's Degree or Equivalent Experience Citizenship and Clearance requirements: • U.S. Citizenship required • No dual citizenship • TS/SCI Eligible security clearance required Location/Address: • 100% On-site • San Diego, CA, NAVWAR Travel & Passport: 20%, CONUS and OCONUS Work Environment: PMAT offices as needed.
