Full Job Description
In this role, you'll contribute to Naval Operational Architecture (NOA), working alongside engineers and operators to deliver resilient, forward-leaning solutions in support of national defense.

About the role: PMAT is seeking an experienced Systems Network Engineer II/III to support critical and urgent program efforts focused on establishing production and development environments that enable fleet operations, global testing, and enterprise-to-platform data operations. This role supports network engineering, tactical data link integration, cybersecurity coordination, engineering change implementation, and shipboard event support across Navy operational environments. The candidate will work directly with cloud engineering, computer engineering, cybersecurity, platform integration, and fleet stakeholders to support rapid and agile delivery of resilient network capabilities. The role requires a balanced mix of hands-on engineering, network architecture, cybersecurity coordination, technical documentation, and operational support.

Responsibilities:
  • Support the design, implementation, upgrade, monitoring, and sustainment of resilient network architectures that enable production, development, testing, platform, enterprise, and fleet operational environments.
  • Establish, integrate, and manage tactical data links and network connectivity with partnering platforms by coordinating with cloud, computer engineering, cybersecurity, and operational stakeholders.
  • Prepare, implement, and support compliance with cybersecurity policies, Assessment and Authorization requirements, security controls, cyber defense measures, and cyber-resilient network practices.
  • Assess cybersecurity vulnerabilities, risks, system functions, interconnections, and network dependencies by proposing remediation actions, mitigation strategies, and implementation guidance.
  • Document line-by-line configuration changes, WAN-level design changes, network architecture updates, engineering decisions, risks, and implementation details in clear engineering-level documentation.
  • Support shipboard and operational events by testing and implementing network changes aboard ship, providing during-event support, delivering over-the-shoulder training to ship's force, and providing remote support as required.
  • Coordinate engineering change and cybersecurity approval processes by tracking and preparing SRPs/ECRs, advising on PMW policy and process interactions, supporting IPTs, SETRs, PTRBs, CCBs, and coordinating with cyber teams for authorizations and approvals.


Required Skills and Experience:
  • Experience supporting network engineering, network architecture, resilient networks, tactical networks, cybersecurity, or related technical infrastructure roles.
  • Experience supporting production, development, testing, shipboard, enterprise, platform, or operational network environments.
  • Experience designing, implementing, troubleshooting, documenting, or sustaining network systems, WAN-level architectures, tactical data links, routing, connectivity, or network interconnections.
  • Understanding of cybersecurity policy, security controls, vulnerability management, risk assessment, cyber defense, and Assessment and Authorization support activities.
  • Experience assessing cybersecurity risks across deployed systems, system functions, interconnections, network dependencies, or operational environments.
  • Ability to coordinate with cloud engineering, computer engineering, cybersecurity, platform integration, program, government, and operational stakeholders in a dynamic environment.
  • Ability to prepare accurate, easy-to-understand engineering documentation for proposed changes, network designs, configuration updates, risks, and implementation actions.
  • Strong written and verbal communication skills with the ability to explain technical issues, cybersecurity risks, network impacts, and recommended actions to engineering, cyber, program, and operational audiences.


Preferred Skills and Experience:
  • Experience with Navy or DoW network engineering, shipboard networks, fleet operations, operational testing, or enterprise-to-platform data operations.
  • Experience with ADNS networking, tactical networks, broadcast communication systems, routing, tactical data links, and resilient communications architectures.
  • Experience preparing, tracking, or supporting SRPs, ECRs, Engineering Change Proposals, configuration changes, certification activities, or engineering change implementation processes.
  • Experience supporting cybersecurity implementation across the acquisition lifecycle, including IPTs, SETRs, Platform Technical Review Boards, Configuration Control Boards, and NAVWAR-related technical governance bodies.
  • Experience supporting NAVWAR Information Assurance Technical Authority activities, cybersecurity certification functions, cyber risk to mission assessments, or cybersecurity readiness evaluations.
  • Experience with cybersecurity strategy, System-Level Continuous Monitoring strategy, System Security Accreditation Plans, System Design Specifications, Symantec Endpoint Protection, or related cybersecurity documentation.
  • Experience supporting defense-in-depth strategies, inheritable security controls, system-of-systems cybersecurity designs, enterprise architecture cybersecurity considerations, and digital engineering methods.
  • Experience providing shipboard event support, pier-side support, over-the-shoulder training to ship's force, remote support, or during-event troubleshooting for Navy network systems.
  • Experience advising on DoW, DON, PMW, or Navy cybersecurity policies, processes, implementation guidance, priorities, program plans, and requirements impacts.


Education and Certification Requirements:
  • Bachelor's Degree or Equivalent Experience
  • Current Security+ Certificate Preferred

Travel & Passport: 5%, CONUS and OCONUS
