The New York City Department of Youth and Community Development (DYCD) invests in a network of
community-based organizations and programs to alleviate the effects of poverty and to provide
opportunities for New Yorkers and communities to flourish.

DYCD supports New York City youth and their families by funding a wide range of high-quality youth
and community development programs, including:

Role and Responsibilities:

The Information Technology Department is looking for a Systems Analyst/Product Owner to join the
Data & Reporting team to assist in the Business Process Analysis.

Systems Analyst is responsible for analyzing business requests and applying the relevant process analysis to produce a cohesive
requirement. Which would include requirement gathering, data analysis, process modeling, gap
analysis and solution design.

The candidate will be responsible for assessing the overall analysis, design, and delivery of assigned
business, operational & technical projects as well as recommending the best practices for solutions
based on business needs.

This role as a Systems Analyst will report directly to the Deputy Director of Project Management and
Business Analysis under the IT Strategy and Project Management Unit.

This candidate is expected to determine the overall vision of products, managing various backlog items
and deciding which feature each product will have according to clients' preferences.
Act as liaison between the business stakeholders and the technical team to ensure a cohesive product
is delivered.

The responsibilities include but are not limited to the following:

-Apply business analysis methodologies to gather requirements

-Review, analyze and update requirements for completeness and obtain business/stakeholder sign off

-Develop and utilize standard templates/ format layouts to accurately and concisely write requirements.

-Where applicable, develop prototypes of interfaces based on user requirements

-Create process models, specifications, diagrams, and charts to provide direction to developers &/or
project team.

-Manage and track the status of the requirements throughout the project lifecycle; enforce and redefine
as necessary.

-To communicate changes, enhancements and modifications of business requirements

-Define the vision for the team's product

-Manage the product backlog and prioritize them based on changing requirements

-Develop user stories/product backlog items

-Monitor and evaluate product progress at each stage of the process

-Liaise with the product team and end users to deliver updates

-Participate in Scrum meetings and product sprints

-Perform user acceptance testing to validate requirements &/or defect management

-Define reporting and alerting requirements

-Help design, document and maintain system processes

-Report on common sources of technical issues or questions and make recommendations to product
team

-Communicate key insights and finding to product team

-Constantly be on the lookout for ways to improve monitoring, discover issues and deliver better value
to the customer.

-Assist in the tracking of documentation, including specifications, testing plans,
installation/operational/performance qualifications, training plans, etc.

-Facilitate compliance with State and agency policies by developing requirements that will support
those policies.

-Provide peer to peer support to other Systems Analyst and Quality Assurance Analyst team members.

-Assist in creating new business analysis standards and guidelines and in the adoption of new and
emerging technologies and practices.

COMPUTER ASSOC (SOFTWARE) - 13631

Qualifications

1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in computer science or a related computer field and one year of satisfactory full-time computer software experience in computer systems development and analysis, applications programming, database administration, maintenance and support, systems programming, data communications, mainframe development, mobile development, web development and design; or

2. A four-year high school diploma or its educational equivalent and five years of satisfactory full-time computer software experience as described in "1" above; or

3. Education and or/or experience equivalent to "1" or "2" above. College education may be substituted for up to two years of the required experience in "2" above on the basis that 60 semester credits from an accredited college is equated to one year of experience. In addition, 24 semester credits from an accredited college or graduate school in computer science or a related field, or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least one year of satisfactory full-time experience as described in "1" above.
