Job Title: Systems Analyst 3

Location(s): Austin, TX

Job Summary
Seeking a senior Systems Analyst 3 to support a large statewide ERP environment built on Oracle PeopleSoft FSCM 9.2. The consultant will serve as the functional subject matter expert for the Accounts Payable (AP) module while supporting enterprise financial systems, production operations, system enhancements, integrations, fiscal year-end activities, security, and statewide agency support.

Key Responsibilities
  • Serve as the functional SME for the PeopleSoft FSCM Accounts Payable (AP) module.
  • Configure and maintain AP functionality, including vendor management, voucher processing, payment processing, matching, withholding, workflow, and security.
  • Support production incidents, troubleshoot issues, and provide Tier 2 application support.
  • Perform system configuration using delivered PeopleSoft tools such as Page and Field Configurator, Drop Zones, Event Mapping, and Page Composer.
  • Monitor and manage AP batch jobs, scheduling, execution, performance, and issue resolution.
  • Support integrations between AP and General Ledger, Purchasing, Asset Management, Project Costing, Commitment Control, Cash Receipts, and external statewide financial systems.
  • Participate in requirements gathering, functional design, testing, UAT, regression testing, and release management.
  • Coordinate fiscal year-end activities, reconciliations, system maintenance, and statewide communications.
  • Support PeopleSoft Update Manager (PUM), Change Assistant, Fluid UI, Elasticsearch, and lifecycle management activities.
  • Maintain compliance with security standards, accessibility (WCAG 2.1), ITIL processes, audit requirements, and disaster recovery testing.
  • Participate in Major Incident Management (P1/P2), executive presentations, user group meetings, and SOC-1 audit activities.
  • Mentor junior analysts and provide user training across multiple state agencies.

Required Skills & Experience
  • 10+ years supporting Oracle PeopleSoft FSCM 9.2, particularly the Accounts Payable module.
  • 10+ years of PeopleSoft configuration and functional support experience.
  • Strong knowledge of Application Designer, Integration Broker, SQR, SQL, BI Publisher, and SAP Business Objects.
  • Experience with CAPPS and other statewide financial systems such as USAS, TINS, or SPA.
  • Extensive experience implementing configuration changes and supporting enterprise ERP environments.
  • Strong understanding of Texas state policies and statewide financial processes.
  • Experience supporting Run My Jobs (RMJ) and enterprise batch processing.
  • Knowledge of PeopleSoft security, NIST standards, and multi-tenant ERP environments.
  • Experience supporting large public-sector organizations with 30+ agencies.
  • Experience developing strategic roadmaps and leading cross-functional initiatives.
  • Experience with PUM, Fluid UI, Elasticsearch, and Change Assistant.
  • Experience providing Tier 2 production support while coordinating with Tier 3 managed service providers.
  • Experience supporting Major Incident Management (P1/P2), Disaster Recovery, and executive reporting.
  • Experience planning statewide fiscal year-end activities.
  • Experience preparing WCAG 2.1 compliant documentation.
  • Working knowledge of ITIL service management practices.
