Full Job Description
Bridgecross LLC is seeking an experienced System Analyst II to support a federal customer within the NOAA Marine Chart Division (MCD). The analyst will support the modernization, integration, and maintenance of mission-critical GIS, charting, bathymetric, and data-processing systems. This role includes workflow optimization, enterprise GIS support, database administration, and technical leadership across NOAA's national chart production environment.

The System Analyst II will work closely with NOAA technical managers, cartographers, and system developers to ensure reliable, secure, and efficient operation of the Nautical Information System (NIS), ArcGIS Maritime workflows, and "dual fuel" S-57/S-101 ENC production systems.

Key Responsibilities
  • Manage and support complex GIS and IT projects within NOAA's charting environment.
  • Support migration to Esri ArcGIS Pro S-101, including installation, configuration, testing, and user transition.
  • Install and customize Oracle and evaluate PostgreSQL databases supporting ArcGIS Pro.
  • Maintain and improve workflow applications supporting the Nautical Charting Infrastructure.
  • Support systems integration, database enhancements, and interagency data sharing.
  • Administer and optimize ESRI ArcGIS Server, Portal, and Enterprise Geodatabases (SDE).
  • Manage geodatabase versioning, replication, QA/QC, and reconciliation workflows.
  • Apply hydrographic business logic using Python and SQL to automate bathymetry workflows.
  • Support automated processing of bathymetric data (GeoTIFF, BAG, Geoparquet, Geopackage).
  • Assist with containerization, CI/CD pipelines, and modernization of NBS workflows.
  • Support cloud transition and containerized deployment of charting applications.
  • Design, implement, and maintain database and web interfaces for the Nautical Chart Manual (NCM 2.0).
  • Maintain documentation, technical reports, and configuration management artifacts.
  • Provide technical guidance, troubleshooting, and workflow optimization for production teams.
  • Facilitate establishment of standard data formats among MCD's data providers.


Minimum Qualifications
  • 5+ years of experience in software engineering, enterprise architecture, information assurance, enterprise infrastructure, business process reengineering, or systems analysis and design.
  • Experience with Esri ArcGIS Enterprise, ArcGIS Maritime, and enterprise GIS workflows.
  • Experience with Oracle, PostgreSQL, and enterprise geodatabase administration.
  • Proficiency in Python, SQL, and automation of geospatial workflows.
  • Experience supporting large-scale, multi-user GIS production environments.
  • Strong understanding of system integration, workflow design, and configuration management.
  • Strong communication, documentation, and project coordination skills.
  • Ability to work independently and within a distributed technical team.


Preferred Qualifications
  • Experience supporting NOAA, federal agencies, or maritime geospatial systems.
  • Experience with S-57/S-101 ENC production or S-100 product standards.
  • Experience with CI/CD, containerization, and cloud modernization.
