- Provides day-to-day guidance to staff members and ensures adherence to established policies and procedures.
- Serves a senior cross-functional change agent across the directorate and authoritative source of information for decision-making managers and planners across the DoD for digital innovation, projects and initiatives at the agency.
- Acts as a focal point for cooperative efforts and determines where to cut costs and increase revenue based on insights derived from data.
- Leads inter-disciplinary teams, improving and streamlining data systems within the agency, DoD, etc., driving innovation. Incumbent is responsible for advocating the direction of the cross-organizational leveraging of new IT techniques.
- Maintains situational awareness of customer missions, resources, operational challenges, and Congressional and the Office of the Secretary of Defense (OSD) concerns.
- Serves as the Director, Office of the Chief Data Officer.

QualificationsBasic Requirements:Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process.
- Attention to Detail - Experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
- Customer Service-Developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs
- Oral Communication-Briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience
- Problem Solving-Identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.
In addition to the basic requirement above, you must also have at least one year of qualifying experience equivalent in level of difficulty and responsibility to the GG-14 grade level in the Federal service, or comparable in difficulty and responsibility to GG-14 if outside the Federal service.
Qualifying Experience: Managing a group of programs and operations comprised of civilian and military employees; performing technical and administrative planning involving the execution and synchronization of policy, concept development, training, and system interface; in addition to IT related experience demonstrating Attention to Detail, Customer Service, Oral Communication, and Problem Solving as described in the vacancy announcement.
In addition to meeting the qualifying experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of the competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
