Full Job Description
You will serve as a SUPPLY SYSTEM ANALYST in the Strategic Analysis Division (Code 510.2), Compliance and Strategic Analysis Division (Code 510), Supply Department (Code 500) of NORFOLK NAVAL SHIPYARD.

Duties

Help

  • You will provide material statistic to shipyard and NAVSEA management.
  • You will identify areas for improvement by reviewing performance standards, and corresponding metrics.
  • You will resolve complex problems in supply operations and management programs in the supply program.
  • You will perform strategic analysis of shipyards data and metrics in order to improve performance and sustainment.
  • You will develop and utilize analytical tools to analyze shipyard data.
  • You will analyze material metrics to identify long-lead or obsolescent material.
  • You will regularly assess supply market to keep abreast of supplier performance, trends, business conditions, and product portfolios.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.


Qualifications

GS-12

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience generating, monitoring, and analyzing Key Performance Indicators (KPIs) and metrics to identify trends, process gaps, or system deficiencies.
  • Experience making decisions that encompass interpretation, evaluation and recommendations of new concepts, methods and techniques.
  • Experience conducting studies to determine whether proposed changes to system applications meet functional user requirements and to translate general policy guidance into detailed operational procedures.
  • Experience providing logistical guidance to supply planning, shipping/receiving and inventory departments within a supply agency or private industry.
  • Experience solving complex problems in supply operations and management programs in the supply program.


GS-11

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience providing logistical guidance to supply planning, shipping/receiving and inventory departments within a supply agency or private industry.
  • Experience performing work supply processes, and supply data management operational procedures with a strategical approach for day to day operations.
  • Experience applying metrics to improve performance of other disciplines involved in strategic analyst planning and execution.
  • Experience tracking and developing mitigation plans for diminishing material sources.
  • Experience solving complex problems in supply operations and management programs with problem analysis and root cause determination techniques.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
