OverviewTISTA is seeking a Supply Chain Lead to support the Department of Veterans Affairs (VA) Supply Chain Management DevSecOps program. This role will partner with VA stakeholders and Agile delivery teams to translate business needs into clear, actionable requirements supporting supply chain and logistics solutions.
The Supply Chain Technical Specialist / Supply Chain Lead is the resident VHA supply chain domain authority for TISTA's prime contract performance on the Department of Veterans Affairs Supply Chain Management DevSecOps (SCMDSO) task order supporting VA's supply chain and logistics Product Line. This position is the business-side counterpart to the program's technical leads. It grounds every Requirements Analysis Proposal, epic, data standard, cohort sequence, dashboard, and analytics use case in the reality of how VA medical centers actually order, receive, stock, issue, track, maintain, and retire supplies, equipment, and prosthetics. The Supply Chain Lead speaks the language of logisticians, biomedical engineers, prosthetics staff, and acquisition personnel, and translates that language into requirements, data rules, and workflow designs the engineering teams can build.
Responsibilities
- Act as the primary authority and main liaison for VA supply chain, logistics, and acquisition processes, guiding cross-functional teams and partnering with VHA leadership.
- Guide Agile delivery by validating requirements, decomposing user stories with real-world business rules, and defining key supply chain metrics (like fill rates and inventory turns).
- Own supply chain data standards (e.g., GS1, UDI) by providing human-in-the-loop expertise for data cleansing, item master standardization, and legacy-to-modern data mapping.
- Direct system modernization efforts by assessing site readiness, mapping complex legacy-to-modern workflow transitions, and providing hands-on support during go-live hypercare.
- Define and validate AI/ML analytics use cases—such as predictive forecasting and anomaly detection—to ensure dashboards and alerts are operationally accurate and useful.
- Ensure all products and roadmaps align with major enterprise integrations (like Oracle Health EHR and iFAMS) as well as regulatory and audit drivers (GAO/OIG).
- Drive business growth by identifying new project opportunities, supporting proposal development, and maintaining strong relationships with VHA logistics leadership.
- Serve as the central subject matter expert to mentor delivery teams (such as Business Analysts and Scrum Teams) and lead interviews for new supply chain hires.
- Advance corporate thought leadership by building reusable supply chain playbooks, leading internal communities of practice, and supporting quality audits like CMMI and ISO.
Qualifications
- 10+ years of healthcare supply chain and logistics experience, including at least 5 years supporting frontline operations within the VHA or another large health system.
- Hands-on expertise with key VA supply chain, logistics, and point-of-use systems, such as IFCAP, Maximo, Nuvolo, DMLSS, Omnicell, and Pyxis.
- Proven ability to translate complex supply chain business processes into clear IT requirements, business rules, and Agile/SAFe user stories.
- Strong background in data governance and enterprise item master initiatives, ensuring strict compliance with supply chain data standards like GS1, GTIN, and UDI.
- Extensive experience supporting multi-site enterprise system implementations, legacy migrations, and major integrations with systems like Oracle Health EHR and iFAMS.
- Deep understanding of VHA directives and standard operating procedures, with the ability to translate GAO and OIG audit findings into actionable IT roadmaps.
- Highly skilled in supply chain analytics and decision intelligence, defining key metrics (e.g., fill rates, stockouts) and validating AI/ML predictive forecasting tools.
- Highly preferred frontline leadership background, such as prior service as a VHA Chief Supply Chain Officer, Biomedical Engineer, or Inventory Manager.
- Strong core competencies in cross-team collaboration, analytical problem-solving, and clear stakeholder communication, all driven by a deep commitment to the VA/VHA mission.
Certifications:
- APICS Certified in Planning and Inventory Management (CPIM).
- APICS Certified Supply Chain Professional (CSCP).
- SAFe Agilist (SA) or SAFe Product Owner/Product Manager (POPM).
Education:
- Bachelor's degree in Supply Chain Management, Logistics, Business, Healthcare Administration, Industrial Engineering, or related field.
- Master's degree preferred
Clearance:
- Tier 2 / Moderate Risk Background Investigation; ability to obtain a VA PIV credential.
Location:
- Rockville, MD / Remote (CONUS).
- Travel: Up to 10%.
Pay Range:
- The suggested pay for this position ranges from $89,000 to $102,000.
- The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location.
