Overview

Nakupuna Solutions seeks a Supply Chain Engagement Officer for the Office of Program Transition and Supply Chain (PTSC), which leads the Department of State’s health systems transition planning on behalf of the Bureau of Global Health Security and Diplomacy (GHSD). In this capacity, PTSC develops and oversees the execution of bilateral transition MOUs and country implementation plans, establishing requirements, standards, targets, and timelines, and monitoring progress against those plans. PTSC also serves as GHSD’s center of excellence for private-sector engagement, private-finance mobilization, and economic analysis. In addition, the office oversees the global supply chain contract, supporting the safe, timely, and effective delivery of HIV, malaria, and tuberculosis commodities to more than 70 countries on a regular and ongoing basis.

 

The Supply Chain Engagement Officer will serve as a primary liaison for supply chain engagement with the Global Fund and will support coordination with other multilateral supply chain partners and donors as needed. The Officer will work across PTSC, GHSD offices, Embassy health assistance teams, and external partners to strengthen coordination, communication, and alignment of commodity procurement and supply chain strategies and operations. The position will monitor partner-supported supply chain activities, identify operational challenges and bottlenecks, provide technical input and recommendations, and support leadership with clear, decision-ready reporting on supply chain collaboration and performance.

Responsibilities

The Supply Chain Engagement Officer will provide technical, coordination, and stakeholder engagement support for global health commodity procurement and supply chain activities, with a primary focus on engagement with the Global Fund and related multilateral partners.

  • Serve as a primary point of contact for supply chain-related engagement with the Global Fund and support coordination with other multilateral supply chain partners and donors as needed.
  • Coordinate communication among PTSC, GHSD offices, Embassy health assistance teams, and external partners in countries with active commodity procurement and supply chain programs.
  • Provide technical input into the design, alignment, and implementation of supply chain and commodity procurement strategies, approaches, and operational plans.
  • Monitor and assess the performance and effectiveness of partner-supported commodity procurement and supply chain activities, using relevant performance information to identify trends, risks, and opportunities for improvement.
  • Identify and help address supply chain challenges and bottlenecks, including issues related to forecasting, quantification, procurement planning, warehousing, logistics, inventory management, and last-mile distribution.
  • Analyze partner supply chain processes, procurement policies, and operating frameworks and assess alignment with U.S. Government, recipient-country, and programmatic priorities.
  • Prepare reports, briefings, meeting materials, and recommendations for leadership on supply chain performance, partner engagement, operational challenges, and proposed solutions.
  • Document lessons learned, best practices, decisions, and follow-up actions to strengthen future supply chain engagement, coordination, and operational planning.

Deliverables:

  • Engagement and coordination plans for the Global Fund and other multilateral supply chain partners and donors
  • Regular reports and briefings on supply chain performance, partner engagement, risks, and collaboration outcomes
  • Technical input and recommendations for commodity procurement and supply chain strategies and operations
  • Issue and bottleneck tracking with recommended mitigation actions and follow-up documentation
  • Stakeholder meeting materials, action items, and coordination records
  • Documentation of challenges, solutions, lessons learned, and best practices in commodity procurement and supply chain programs
  • Final summary report detailing achievements, challenges, lessons learned, and recommendations
Qualifications

Skills/Qualifications: Demonstrated ability to operate effectively in complex, multi-stakeholder environments. Strong technical, analytical, organizational, and communication skills, with the ability to translate supply chain information into practical recommendations and facilitate alignment among government, country, and multilateral partners.

  • Expertise in global health supply chain management, commodity procurement, and related operational processes
  • Experience working with or alongside the Global Fund, including familiarity with its supply chain, commodity procurement, and partnership processes
  • Experience in partnership management and international stakeholder engagement, including coordination across government, donor, country, and implementing-partner environments
  • Strong understanding of supply chain and procurement policies, frameworks, and performance-management approaches used in global health programs
  • Hands-on experience with commodity forecasting, quantification, procurement planning, warehousing, logistics, inventory management, last-mile distribution, and supply chain performance metrics desired
  • Strong analytical and problem-solving skills, including the ability to identify operational risks, bottlenecks, and opportunities and develop practical recommendations
  • Excellent written and verbal communication, facilitation, and negotiation skills, including experience preparing concise reports and briefings for leadership
  • Ability to manage multiple priorities and coordinate effectively across geographically dispersed teams and external stakeholders
  • Proficiency in Microsoft Office 365 applications; experience with data analysis, visualization, or supply chain tracking tools preferred

Education and Experience:

  • Bachelor’s degree or higher in Supply Chain Management, Public Health, International Development, Business Administration, or a related field
  • Minimum 5 years of progressively responsible experience in supply chain management, global health procurement, partnership coordination, or related program support, including experience working with or alongside the Global Fund
  • Demonstrated experience supporting commodity procurement or supply chain programs in a U.S. Government, donor, international development, or global health context

Work Schedule: Position is full-time, 40 hours per week (Monday-Friday) in Washington, DC.

 

Travel: Up to 25% international travel required; occasional domestic travel may also be required.

 

Clearance Requirements: Active Secret clearance required. Must be a U.S. citizen.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $140,500 to $165,500 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies' total compensation package for employees.
