Full Job Description
We are seeking a Manager of Supply Chain Compliance to lead procurement and trade compliance across our aerospace & defense operations. This role is responsible for ensuring that all supply chain activities meet U.S. government contracting requirements, export/import regulations, and internal controls, while enabling efficient execution.

This individual will serve as the subject matter expert for CPSR readiness, FAR/DFARS compliance, and Trade Compliance (ITAR/EAR), operating across a multi-site, matrixed organization.

Key Responsibilities:

Procurement Compliance & Governance
  • Own compliance with FAR/DFARS, CPSR requirements, and internal procurement policies
  • Develop and maintain compliant procurement procedures, controls, and documentation
  • Ensure consistency and integrity of procurement practices across sites


Trade Compliance (Export/Import)
  • Lead supply chain adherence to ITAR (International Traffic in Arms Regulations) and EAR (Export Administration Regulations)
  • Ensure proper export classification (USML/ECCN), licensing requirements, and recordkeeping for procured materials and technical data
  • Oversee supplier compliance with export control requirements, including flow-down of ITAR/EAR clauses
  • Partner with Engineering, Contracts, and Legal to ensure compliant handling of controlled technical data and hardware
  • Support export/import audits, disclosures, and investigations, as required
  • Provide training and guidance to Supply Chain teams on export compliance requirements
  • Ensure alignment with Denied Party Screening, country restrictions, and embargo regulations


Audit, CPSR & Regulatory Readiness
  • Lead preparation and execution of CPSR and other government audits
  • Conduct internal compliance audits and drive corrective actions
  • Serve as primary interface with DCMA, DCAA, and regulatory agencies


Small Business Subcontracting Program (SBLO)
  • Act as Small Business Liaison Officer (SBLO)
  • Ensure compliance with subcontracting plans and reporting (eSRS)
  • Integrate small business goals into sourcing strategies and other cross functional teams
  • Conduct training across procurement teams at EBAD.
  • Maintain the small business documentation for the suppliers


Policy, Training & Organizational Enablement
  • Develop and deliver training on FAR/DFARS, ITAR/EAR, and procurement compliance
  • Drive awareness and accountability across Supply Chain and cross-functional teams
  • Partner with Contracts, Legal, and Compliance to align policies and clause flow-downs


Supplier Compliance & Risk Management
  • Ensure supplier onboarding and monitoring includes:
    • Trade compliance (ITAR/EAR)
    • Cybersecurity (NIST 800-171 / Cybersecurity Maturity Model Certification CMMC)
    • Regulatory certifications and ethical sourcing
  • Identify and mitigate compliance risks across the supply base


Contract Flow-Down & Reporting
  • Ensure accurate flow-down of contractual and regulatory requirements
  • Oversee required reporting (small business, EEO, anti-trafficking, conflict minerals, etc.)
  • Support compliant source selection and documentation


Continuous Improvement
  • Improve compliance processes while enabling efficient procurement execution
  • Strengthen audit readiness and internal controls across systems and processes


Qualifications:

Required:
  • Bachelor's degree in Business, Supply Chain, Law, or related field
  • 5+ years of experience in aerospace & defense or regulated environment
  • Strong working knowledge of:
    • FAR/DFARS & CPSR
    • ITAR/EAR export regulations
  • Experience supporting government audits and compliance programs

Preferred:
  • Experience with export classification (USML/ECCN) and licensing processes
  • Background interfacing with DDTC or BIS
  • SBLO experience and eSRS reporting
  • Familiarity with NIST 800-171 / CMMC
  • ERP experience (IFS, SAP, Costpoint)
  • Certifications: CPCM, CFCM, CPSM, or Export Compliance certifications


This position is required to travel.

Compensation:

Salary Range: $130,000 - $165,000 per year. Salary is determined by the applicant's education, experience, knowledge, skills, abilities, internal equity, and alignment with market data.
