Description: ACT1 Federal is seeking an experienced Supply Chain and Supplier Management Lead to provide multi-tier supplier mapping, risk segmentation, supplier-capacity analysis, and Government-authorized recovery planning.

Responsibilities:

Supply Chain Analysis and Risk Visibility:
  • Map prime contractor and critical lower-tier supplier networks for assigned weapon and weapon-system portfolios, including sources, locations, dependencies, and points of failure.
  • Identify sole-source and single-point dependencies, long-lead materials, obsolescence, fragile subtiers, qualification barriers, foreign dependencies, and other threats to production continuity.
  • Collect and validate supplier data on demand, capacity, backlog, lead time, on-time delivery, quality, yield, workforce, tooling, material, and financial or operational stress.
  • Establish supplier-risk baselines, heat maps, watch lists, leading indicators, and escalation criteria that distinguish verified constraints from unsupported assertions.

Supplier Performance and Recovery:
  • Assess supplier capability, capacity, production readiness, quality performance, delivery reliability, management controls, and ability to meet current and forecast demand.
  • Lead structured engagements, site visits, data reviews, and working sessions with program offices, prime contractors, suppliers, DCMA, and other authorized stakeholders.
  • Evaluate supplier recovery plans, capacity-expansion proposals, capital requests, schedules, assumptions, dependencies, and measurable production outcomes.
  • Develop and recommend corrective actions addressing material, labor, equipment, tooling, test, quality, facilities, engineering, planning, and lower-tier constraints.
  • Monitor milestones and results; identify emerging variance and recommend escalation, alternate sourcing, supplier development, investment, or other intervention when warranted.

Decision Support:
  • Serve as the senior supply-chain and supplier-management advisor to the BOND team for assigned PAE and weapon-system priorities.
  • Integrate supplier findings with production, schedule, cost, investment, engineering, and program data to determine mission and delivery effects.
  • Coordinate actions across DASN DIB, PAEs, program offices, systems commands, contracting, engineering, logistics, financial management, and industry stakeholders.
  • Prepare executive briefings, supplier assessments, alternatives analyses, issue papers, action plans, and decision memoranda with clear owners, milestones, risks, and recommendations.


Requirements:
  • Bachelor's degree from an accredited institution in supply chain management, business, engineering, operations management, logistics, acquisition, or a related discipline.
  • 10+ years' experience in supply-chain management, supplier management, manufacturing, production, acquisition, logistics, or a closely related field.
  • Demonstrated experience evaluating supplier capability, capacity, delivery, quality, risk, and recovery actions within complex manufacturing or defense supply chains.
  • Experience working with prime contractors and lower-tier suppliers to identify root causes, validate constraints, and develop executable corrective actions.
  • Knowledge of production and supplier measures such as capacity, throughput, cycle time, lead time, yield, backlog, on-time delivery, quality, and schedule performance.
  • Experience preparing executive assessments and recommendations and leading cross-functional engagements with Government and industry stakeholders.
  • Active Top Secret Clearance required.
