Major Duties:- Plans organizational structure and staffing needs.
- Ensures an efficient, effective and economical position structure is established that will provide career and promotional opportunities and skills.
- Plans work to be accomplished by subordinates, sets and adjusts priorities and prepares schedules for completion of work.
- Plans, organizes, and directs the operations of the Payroll Support Operations Section.
- Responsible for coordination for payroll audits and inspections.
Work Schedule: Mon- Fri 8:00am - 4:30pm
Compressed/Flexible: Available with supervisory approval.
Telework: Ad hoc telework (situational telework) available as determined by the agency policy.

QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/16/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
- Directing and supervising technical and administrative work involving payroll management functions and activities while supporting the entire payroll agency, which operates at all organizational levels and components; possessing knowledge of resource planning, programming, budgeting, execution, and monitoring of activities; directing, managing, and coordinating all division activities related to financial management systems; and recommending courses of action that will result in organizational structure changes, accomplishment of program milestone schedules, required resource funding levels, and long-range plans for assigned systems.

- Directing the allocation and realignment of significant program resources by analyzing workload, funding, staffing, schedules, and competing organizational requirements and independently establishing priorities to ensure efficient and economical accomplishment of program objectives.
- Leading and developing multidisciplinary teams responsible for complex program operations, including assigning and evaluating work, establishing priorities and performance expectations, resolving significant operational issues, and providing expert technical guidance and recommendations to senior leadership.
