Summary

This position is located with Bonneville Power Administration, in Technology Planning (NSTP) organization of Technology and Strategic Planning (NST), Supply Chain Services (NS), Office of the Chief Administrative Office (N).

A successful candidate in the Supervisory Supply Systems Analyst position will serve as the supervisor responsible for coordinating and overseeing the work of personnel and is the Information Owner for the enterprise asset management system and supply chain applications.

As a Supervisory Supply Systems Analyst, you will:

  • Supervise and Direct Team Operations: Direct, plan, and assign the daily work of administrative personnel and contractors, adjusting priorities and workload based on task difficulty and employee capability.
  • Perform Personnel and Performance Management: Oversee staff performance, make selection and promotion decisions, hear grievances, execute disciplinary actions, and recommend awards or classification actions.
  • Oversee Program Administration and Training: Manage organizational resources and training needs, ensure cost-conscious and results-oriented operations, and actively administer the agency's Equal Employment Opportunity (EEO) program.
  • Serve as Enterprise Asset Management Subject Matter Expert: Act as the technical authority and Information Owner for enterprise asset management systems (e.g., Asset Suite, Sunflower, EAM) and key supply chain applications.
  • Lead Process Improvement and Internal Controls: Serve as project manager and program lead for developing, evaluating, and improving business controls, internal processes, data stewardship, and technology integration across the supply chain.
  • Provide Strategic Leadership and Stakeholder Advisory: Advise senior BPA management, present updates on supply chain system health to leadership, and maintain key working relationships across federal agencies, utilities, and industry partners.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-13, in the Federal service. Specialized experience for this position is defined as: 1) leading supply chain or inventory management functions, such as overseeing inventory control, materials management, or logistics operations; 2) managing and integrating complex enterprise asset management systems or supply chain software applications (such as Asset Suite, Sunflower, EAM, or equivalent enterprise platforms) across an organization; and 3) developing and implementing technology strategies, internal business controls, or operational process improvements to optimize supply chain data management, system performance, and compliance reporting.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
