Job Summary

This position is located in the Community Partnerships Administration (CPA), Office of Thriving Families (OTF) at the Child and Family Services Agency (CFSA). The Supervisory Resource Development Specialist provides leadership and oversees the development and implementation of the overall development and strategy planning and the daily operations of the Grandparent Caregiver, Close Relative Caregiver, and Kinship Navigator Programs.

Duties and Responsibilities

Provides Gold Standard Customer Service to all stakeholders (internal and external) to CFSA.

Plans, organizes, supervises, and implements day-to-day operations related to the delivery of specialized support services.

Analyzes and uses data for strategic system and program planning and institute best practices in CFSA and its partner agencies. Utilizes data to measure achievement of program benchmarks, actual or potential problem areas, trends, significant program accomplishments, areas of imbalance and other similar issues in CFSA program that requires resolution.

Maintains statistical data and assists in the development of reports that summarize recommendations and corrective action activities from analyses of the Grandparent Caregiver Program, Close Relative Caregiver Program and other related programs and supportive services for Kin caregivers and family members. Uses findings to create relevant training and ongoing support to staff and families.

Provides guidance to Resource Development Specialists (RDSs) and other immediate reports that are responsible for providing a wide range of complex social support services and attends to other complicated cases. Coordinates and monitors the allocation of services, concrete support, and resources.

Assigns referrals to RDSs to screen, triage, and monitor service delivery for staff compliance with CFSA policies and procedures.

Develops and maintains professional relationships with CFSA colleagues, other District of Columbia agencies, and other public and private entities to stay abreast of community support and resources available for kinship caregivers.

Provides advice and consultation to staff to remove barriers in delivering timely and appropriate services and to increase program utilization.

Develops and implements an overall case load work-plan consistent with program objectives.

Develops, and works with internal (OTF) colleagues to develop, regular and ad hoc statistical, qualitative, and quantitative reports, which assess work processes and other child and family related data.

Performs a full range of supervisory functions to include: assigns, directs, and reviews the work of subordinate staff; administers leave and attendance; evaluates staff performance; recommends hiring, promotions, status changes, awards, disciplinary actions, and terminations; plans, schedules and coordinates work operations to achieve optimal combination of employees and assignments; addresses issues or problems related to work operations; negotiates and troubleshoots employee concerns, grievances, and other matters involved in the daily administration of labor-management concerns; provides coaching; guides immediate reports in the implementation of performance standards; addresses disciplinary problems; provides governance over staff development and training plans.

Collaborates with the community partners to identify and increase resources for program participants.

Performs other related duties as assigned.

Qualifications

Master's degree in social work, human services, or other equivalent education is highly preferred.

At least three (3) years of directly related experience in the areas of social services, case management, program monitoring, and community resources is highly preferred.

Advanced knowledge of the principles and practices of building community relations, child welfare system, group dynamics, and family to family concepts.

Advanced knowledge of current management concepts and best practices to effectively oversee the Unit and supervise a team of specialists and support staff. Demonstrable ability to develop and manage staff; ability to effectively collaborate with internal and external stakeholders and provide excellent customer services.

Comprehensive knowledge of and demonstrable ability to gather and analyze quantitative and qualitative data to identify trends, systemic issues, and capacity strengths/needs and analyze and evaluate the program requirements and effectiveness in delivering services.

Comprehensive knowledge and ability to apply CFSA rules, regulations, administrative policies, and procedures to the overall operations and specific work situations. Knowledge of (OTF's) operational targets, goals, priorities, policies, and commitments to be able to effectively align the plans and activities of the Unit.

Excellent oral and written communication skills. Demonstrable ability to make oral presentations and write policies and procedures.

Proficient in Microsoft Office Suite.

Tour of Duty: Monday-Friday8:15a.m. - 4:45p.m. Subject to change on agency needs.

Promotion Potential: No known promotion potential.

Collective Bargaining Unit: This position is not covered under the collective bargaining unit.

Work Conditions/Environment: The work is performed in an office setting. The incumbent may need to be at the DCHR's office to administer the post-employment testing requirements or travel to testing locations in rare situations

Pay, Plan, Series & Grade: MS-0301-13

Position Designation: This position is designated as protection sensitive per DPM Chapter 4 (Suitability). The incumbent is subject to a criminal background check, traffic records check (as applicable), pre-employment drug and alcohol test, reasonable suspicion drug and alcohol test, post-accident or incident drug and alcohol test, and return-to-duty and follow-up drug and alcohol test.

Residency Preference: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of (7) years. Failure to do so many result in forfeiture of employment.
