Summary

This position is located in Short Term ATC/Reservations (TOAA), Real Time Commercial Operations (TOA), Real Time Operations (TOR), Transmission System Operations (TO), Transmission Services (T), Bonneville Power Administration (BPA).

A successful candidate in the Supervisory Public Utilities Specialist position will serve as the supervisor of the Short Term ATC and Reservation desk team responsible for planning, supervising, and leading programs, systems, and work processes.

Duties

As a Supervisory Public Utilities Specialist, you will:

• Plan work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work.
• Make decisions on work problems presented by subordinates and by contractors
• Identify developmental and training needs of employees and provides or arranges for needed development and training.
• Provide expertise for developing and implementing solutions to emerging operations challenges that sustain or enhance reliable and economical Transmission Service to the region and BPA Customer.
• Provide technical expertise in determining the tools, systems and processes required to gather and analyze data necessary to optimize BPA systems for both transmission inventory.

Conditions of Employment:

• Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
• First time supervisors will be required to serve a 1-year probationary period.
• A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
• This position is subject to FERC SOC non-discrimination rules and restrictions prohibiting disclosure of certain information to Transmission Function employees.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-13] in the Federal service. Specialized experience for this position is defined as experience 1) researching, processing, or evaluating commercial products within the Open Access Transmission Tariff; 2) evaluating or documenting the use of Available Transfer Capabilities (ATC); 3) evaluating, drafting, or implementing business procedures to ensure commercial transmission and operational activities complied with federal energy regulations and industry rules (such as Federal Energy Regulatory Commission (FERC)open-access transmission tariffs, North American Electric Reliability Corporation (NERC) reliability standards, or North American Energy Standards Board (NAESB) business practices).
