Duties

Key Duties and Responsibilities

1. Direct Advanced Utility Pricing & Financial Modeling Lead the design, calculations, and execution of complex utility pricing models. You will oversee cost-of-service studies to ensure BPA accurately and equitably recovers the costs of providing power to public utilities, industries, and regional partners.
2. Serve as a High-Profile Expert Witness Act as a key technical authority in formal legal and regulatory hearings. You will prepare, present, and defend BPA's financial analyses under cross-examination by attorneys, customers, and interest groups.
3. Influence Regional and National Energy Policy Provide senior-level strategic guidance to the Power Rates Manager and agency executives, shaping ratemaking policies that influence energy decisions and market operations at local, regional, and national levels.
4. Lead High-Impact, Cross-Functional Teams Form and lead collaborative teams of analysts, economists, and legal professionals from across the agency to evaluate rate structures, conduct resource studies, and recommend robust policy alternatives.
5. Translate Sophisticated Analytics for Executives Act as the primary bridge between technical analytics and policy. You will communicate complex financial models, risks, and strategic options clearly to executive-level decision-makers.
6. Formulate Long-Term Financial Forecasts and Analysis Develop long-range forecasts, goals, and objectives to assess rate program effectiveness, manage complex data variables, and implement new, modernized pricing systems to adapt to a changing energy landscape.
7. Partner with Customer Utilities and Industry Leaders Collaborate closely with utility customers, consultants, and public power advocates to address billing, rate structures, and contract issues, fostering transparent and collaborative regional relationships.
8. Drive Strategic Initiatives Under Tight Deadlines Synthesize rapid rate analyses, briefs, and executive presentations under demanding timelines, ensuring that critical, time-sensitive agency decisions are backed by rigorous data and clear narratives.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-12] in the Federal service. Specialized experience for this position is defined as: 1) Perform, calculate, and execute Cost of Service Analysis (COSA), Rate Design, and/or Resource Stack studies, running rates analysis models and serving as an; and 2) preparing and supporting development of rate case documentation, technical studies, or regulatory testimony, and communicating complex policies and analytical findings to decision-makers and external parties.
