As a vital leader on our HRSC management team, you will move beyond daily operations to drive enterprise-wide growth, mentorship, and talent resilience. Here is how you will make your greatest impact:

  • Chief Talent Strategist and Trusted Advisor: Serve as the premier internal consultant to leadership on workforce capabilities. You will analyze emerging organizational needs, identify critical skill gaps, and provide expert advice to help teams throughout the agency adapt and thrive in a rapidly changing energy landscape.
  • Architect of Agency-Wide Learning Pathways: Design and implement the overarching strategy for professional development across all levels of the organization-from foundational staff to executive leaders. You will oversee agency-wide business systems, leadership training, and critical technical programs that keep our people highly skilled and competitive.
  • Guardian of BPA's Intellectual Capital: Lead the charge in safeguarding our collective operational knowledge. By spearheading advanced succession planning strategies, establishing knowledge-transfer tools, and developing a modern knowledge-management framework, you will ensure our critical technical expertise is successfully passed to the next generation of professionals.
  • High-Impact Liaison to Federal Leadership: Represent our local team and regional priorities on a broader stage as the primary liaison to Department of Energy (DOE) Human Capital. You will collaborate on high-level projects, align systems, and advocate for courses of action that support both BPA's business objectives and federal initiatives.
  • Empowering Leader and Career Mentor: Directly guide, motivate, and mentor a talented team of training professionals. In this role, you will foster a collaborative and equitable culture, set performance expectations, support professional growth, and champion workplace diversity and inclusion.
  • Champion of Operational Innovation: Cultivate a highly efficient, customer-focused, and modern learning environment. You will evaluate current workflows, proactively eliminate administrative bottlenecks, and introduce creative process improvements to elevate the quality of training services we deliver.
  • Strategic HR Ambassador: Represent our workforce development programs in direct collaborations with other federal agencies, state and local authorities, public and private utilities, and industry groups. You will negotiate resources, build consensus on complex initiatives, and align our programs with national industry standards.
  • Curator of Cutting-Edge Educational Programs: Oversee the full lifecycle of training programs, balancing internal curriculum development with external vendor management. You will evaluate training needs using industry best practices to ensure that our course catalogs, required training programs, and external learning options remain modern, relevant, and impactful.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service.

Specialized experience for this position is defined as: experience 1) leading the planning and implementation of workforce development programs for a large organization, such as leadership training, succession planning, or knowledge management; 2) serving as a first-level supervisor with responsibilities for assigning work, evaluating employee performance, and providing guidance on career development; AND 3) conducting instructional design activities and facilitating training programs to meet business needs.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
