Summary

This position is within the Department of Energy, Office of the Chief Human Capital Officer, Bonneville Power Administration (BPA) Human Resources Service Center (HRSC), Accountability office.

As the Accountability Manager, your strategic leadership is vital to the HRSC's mission. You will guide a team dedicated to HR program integrity, serving as the central authority on quality assurance and policy compliance to drive excellence across the Human Resources Service Center.

Duties

Help

  • Serve as the definitive technical authority for the entire Human Resources Service Center, providing expert guidance on all matters of compliance, regulations, and internal policy.
  • Personally represent the agency in high-level negotiations and consultations with executive personnel, managers in other federal agencies, and regulatory organizations.
  • Lead, mentor, and empower a specialized team, setting priorities and schedules to ensure the successful delivery of all accountability and quality assurance programs.
  • Lead the design and establishment of new, innovative HR programs and frameworks that have a broad and lasting impact on the entire HRSC.
  • Function as the primary strategic liaison for complex external audits, including those conducted by the Department of Energy and the Office of the Inspector General.
  • Direct the entire lifecycle of HR policies, from HR Directives to Standard Operating Procedures, ensuring they are consistently reviewed, updated, and implemented.
  • Evaluate and provide decisive recommendations on major agency-wide plans and proposals, ensuring alignment with top-level federal guidelines and standards.
  • Resolve the most critical and complex challenges by leading expert committees and working groups, developing innovative solutions to systemic HR issues.

Conditions of Employment:

  • First time supervisors will be required to serve a 1 year probationary period.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service.

Specialized experience for this position is defined as: Experience: 1) conducting audits or quality control reviews of human resources programs to ensure compliance with applicable laws, regulations, and internal policies; 2) analyzing complex compliance issues to develop and recommend changes to company-wide HR policies and procedures; and 3) advising management as a technical expert on a range of HR accountability and compliance matters.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
