This position will allow you to use your expertise as a Program Manager over a major area or critical program segment for which the scope and effect of the work have an program-wide impact. This position starts at a salary of $148,222.00 (GS-14, Step 1) to $192,694.00 (GS-14, Step 10). In this Program Manager position you will become a key member of a team of Homeland Security professionals directing a program segment that performs a variety of diverse programs and/or services that are professional, technical, and/or administrative in nature. Typical work assignments include:
- Planning, organizing, controlling, and evaluating the activities of an organization(s)
- Directing a program segment that performs a variety of diverse and/or services that are professional, technical and/or administrative in nature
- Directing, through subordinate supervisors, a team providing diverse programs and/or services
- Evaluating the effectiveness of the organizational element in terms of mission accomplishment
- Recommending changes in the activity's organizational structure and the particular changes required to best accommodate missions

QualificationsExperience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
- Conducting cost-benefit analysis and trend forecasting to allocate and distribute budgetary funds in alignment with organizational goals
- Initiating and monitoring special studies to include analysis of workload, personnel utilization, administrative facilities, and operating requirements for a large-scale organization
- Conducting root cause analyses of recurring program issues and recommending policy changes to address challenges and improve organizational effectiveness
- Facilitating collaboration between cross-functional teams to address complex program challenges and achieve shared organizational goals

You will receive credit for all qualifying experience, including volunteer experience.
You must:
- Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
- Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 06/24/2026.

Additional informationSupervisory Probationary Period: You may be required to serve an 18-month probationary period upon appointment.
Leadership Training: All newly appointed second level Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 4 weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.
