Summary

About the Position: Serve as the senior USACE Project Manager and delegated program authority for the Fighter Town Recapitalization (FTR) Program within the U.S. Army Corps of Engineers, Pacific Ocean Division (POD), Alaska District.

Duties

  • Serve as Chief of the JBER Program Division and provide major recommendations which have a direct and substantial effect on the Alaska District's organization, resourcing, and the projects managed.
  • Supervise and manage a multidisciplinary team of program managers, engineers, construction professionals, and support staff performing professional, technical, and administrative work comparable to the GS-12 level or higher.
  • Provide executive level advisory support to USACE leadership on matters related to program execution, stakeholder engagement, and communication strategies affecting the JBER Program.

  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has been designated as performing Project and/or Program Management functions. Program and Project Managers are required to achieve CDP certification.
  • Position is designated as a "Key Position" in accordance with AR 690-11. This position shall not be vacated during a national emergency or during mobilization without seriously impairing the capability of the agency to function effectively.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience:

One year of specialized experience which includes 1) managing the execution of major project segments or divisions within a large-scale military construction (MILCON) or infrastructure program, such as monitoring cost, schedule, performance, and risk metrics to ensure compliance with federal laws and agency policy; and 2) providing recommendations or technical briefings for senior management, executive leaders, or external military stakeholders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
