Summary

This position is located in Security Operations (SO), Operations Management (OM). OM is responsible for coordination and logistical support, resource and operations management through staffing allocations and budgetary and financial management, human resources management, emergency preparedness, and operational and administrative directive development and oversight.

The Supervisory Program Manager will provide program management expertise which includes exercising delegated managerial authority for the program segment(s) and/or function(s) overseen. As a Supervisory Program Manager such duties include but are not limited to: leading, developing, and defining internal policies and procedures; predicting potential operational issues; proposing preventive action(s); assuring implementation of program goals and objectives; establishing tactical, annual, and multi-year/long-term work plans; and overseeing the development of program goals and objectives for the unit. Duties include but are not limited to:

High level duties include:

  • Provides management oversight for a wide range of program support services.
  • Serves as a principal advisor in the planning, development, implementation, evaluation, and coordination of mission support programs and strategic planning for SO.
  • Coordinates and executes special projects and actions of a confidential or controversial nature and/or of special interest to executive management. Defines major problems, provides advice on the advantages & disadvantages of various methods and approaches for solution, and develops ingenious strategies or solutions to improve upon key program initiatives. Utilizes expertise, initiative and seasoned judgment in the development and adaptation of local policies/procedures pertinent to the direction of daily operations. Incumbent serves as a recognized authority within the assigned program area(s) thus delegated complete responsibility and authority to plan, schedule, and administer major projects concerned with the analysis and evaluation of program activities and organizational effectiveness.
  • Establishing overall policies, objectives, time-frames, and procedures necessary for program accomplishments the incumbent also ensures the accomplishment of the organization's mission. Program analyses, evaluations, and recommendations developed by the incumbent are typically reviewed only for potential influence on broad agency/organizational policy objectives and program goals.
  • Exercises wide latitude in applying originality, insight, and creativity in the development of plans and policies for programmatic functions in accordance with TSA's vision, mission, and goals. Must possess and apply a broad and comprehensive knowledge of planning, programming, understanding of mission relevance, and agency/department priorities along with a vast array of operational concepts and execution of the agency/ departmental mission. Interacts or acts on behalf of senior agency leadership on all matters pertaining to the mission, functions, and staff.
  • Confers with stakeholders on controversial or sensitive matters and provides recommendations for solutions for course(s) of action. The incumbent has responsibility for developing and administering activities that foster mission accomplishment through the fair, effective, and economical use of personnel and resources. Work is expected to be technically authoritative and sound, and any findings or recommendations are normally accepted without significant change.
  • Ensures programs and activities serve/meet the critical needs of management while fulfilling any higher departmental requirements. Serves as a key member of assigned resource planning teams that consider budget forecasting, manpower, personnel, and mission aspects of management and resource issues such as downsizing, realignments/reorganizations, and emerging missions.
  • Interacts directly with senior leadership on a recurring basis on operational matters. Utilizes a variety of complex management/decision-making tools and advanced programs/concepts to articulate and posture the Agency position on issues vital to the agency's mission, goals, and objectives.
  • Provides expert guidance and interpretation of regulations, policies, and laws pertaining to the operational environment. Keeps abreast of operating program developments to effectively assist senior leadership in discharging responsibilities. Leads and coordinates the development of complex operational plans with top-level managers and key operating officials. Provides options and recommendations for effective operations; develops/recommends policies as needed. Provides subject matter expert input to inquiries from internal and external sources (e.g. Congressional, GAO, DHS, TSA, etc.) on operational matters constant with applicable policies and command objectives.
  • Advises senior level and staff principals on policies and procedures for operations throughout the division. Decides or recommends what programs or major projects should be initiated, dropped, or curtailed, ensuring the efficiency of operations and the accomplishment of missions and goals. Identifies areas where revisions may be required and directs studies or concept plan preparation to provide information and make recommendations concerning the most efficient course of action.

  3. Must complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

  5. Must file a Confidential Financial Disclosure Report OGE-450e within 30 days of appointment and annually from then on.
  6. Must complete a favorable Tier 5 Background Investigation (T5).
  7. Must be able to obtain and maintain a Secret security clearance.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J Pay Band or GS-14in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as:

  • Comprehensive knowledge of transportation security laws, regulations, policies, precedents, and operational practices to support risk analysis activities and initiatives.; AND
  • Establishes overarching program priorities, determines resource requirements, and manages administrative support, budget considerations, staffing needs, and resource allocations.


Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
