Summary

This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of the Chief Administrative Officer (CAO), with one vacancy in Boulder, CO.

As a Supervisory Program Manager, you will perform the following duties:

  • Serve as Site Manager, as the "executive secretary" of a National Oceanic and Atmospheric Administration (NOAA) leased facility, to develop annual operating budgets, ensuring contracts are in place, coordinating both internal and external communication, ensuring the campus is prepared for emergencies, coordinating building improvement strategies maximizing energy efficiency, overseeing warehousing and mail distribution and developing the campus rent model. Manage an extensive portfolio of programs addressing fisheries, ocean, coastal, climate, and atmospheric science occurring on the campus.
  • Coordinate NOAA's prioritization for investments and coordinate contracting and construction with General Services Administration (GSA). Operate and manage new buildings and on-going warranty repairs.
  • Interface extensively with the other organizations, including but not exclusive to the National Institute of Standards and Technology (NIST) and the National Telecommunications and Information Administration (NTIA), and NOAA senior management on operations issues impacting the campus. Work closely with the NOAA Executive Board, NOAA's Chief Administrative Officer, and Chief Information Officer to ensure that facility and Information Technology (IT) operations support priorities for campus mission programs are effectively addressed within the integrated campus management model.
  • Exercise full supervisory authority over a diverse group of employees responsible for facilities upkeep and management, to include evaluating work performance, developing performance standards, and other administrative and technical oversight..

This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-5 is equivalent to the GS-15.

Additional Considerations:

  • Background investigation will be required. Continued employment is subject to applicant's successful completion of security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

EDUCATION: There is no positive education requirement for this position.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZA-5 or GS-15 level:

SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following:

  • Participating in the management of financial planning and execution activities;
  • Overseeing subordinate staff in areas such as assigning work, setting priorities, providing feedback on work assignments, and providing formal feedback regarding overall employee performance; and
  • Coordinating cross-organizational strategies for short- and long-range planning, and managing the associated information reporting mechanisms to meet mission objectives.


Education

Substitution of education for specialized experience is not applicable to this vacancy.

Additional information

Salary for selectee's pay may be set at any point within the pay band except for intervals 4 and 5 (197,200) which is reserved for supervisory performance or for current supervisors within CAPS who already have a salary within intervals 4 and 5.

  1.
