Summary

This position is located in the Office of Planning, Design and Construction (OPDC). OPDC is responsible for the Smithsonian's physical infrastructure, which comprises over 700 buildings, other structures and leased spaces many which are designated as historic and all of which are visited by millions of people each year.

Duties

Help

The Supervisory Program Manager provides executive leadership, direction, and integration for the Institution's Facility Capital Program (FCP), a complex, multi-year portfolio of capital planning, design, and construction initiatives affecting all Smithsonian museums, research facilities, and support infrastructure.

In this position, you will:

  • Establish program priorities and ensure that scope, schedule, cost, and performance are aligned with institutional objectives, mission priorities, and external requirements.
  • Identify risks, variances, and program slippages; evaluates program performance and takes corrective action to ensure effective execution of the Facility Capital Program.
  • Lead program-level financial management, capital programming, resource allocation, budget formulation, forecasting, and performance tracking.
  • Advise senior leadership and represent OPDC with Smithsonian executives, unit directors, Federal oversight organizations, contractors, consultants, and other stakeholders.
  • Direct and supervise a multidisciplinary staff of program managers, analysts, and support personnel.
  • Evaluate program effectiveness, efficiency, quality, workload, and resource utilization.

Qualifications

Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-14 level in the Federal Service. For this position specialized experience is defined as planning, programming, budgeting, forecasting, resource allocation, performance monitoring, and execution of multiple concurrent projects related to Design and Construction; developing and implementing Design and Construction program policies, governance frameworks, and management controls; leading professional staff of Architects and Engineers; and advising senior leadership on programmatic, financial, and organizational matters. Experience must also include leading, managing, and integrating a capital improvement program or portfolio consisting of multiple concurrent Design and Construction projects with an aggregate annual value of approximately $175 million or greater.
