DutiesHelp
For Series 0343 - GS-14:- Provides leadership for program partnerships, policy development, performance management, business engagement, programmatic direction, and support in establishing and implementing strategic focus, office-wide priorities, transformational organizational development, performing other work related to apprentices and infrastructure to ensure successful achievement of goals and performance outcomes for the Office of Apprenticeship.
- Provides leadership in formulating methods for getting results through cooperative efforts.
- Supervises a group of employees engaged in the program analysis function.
- In addition to planning regular work assignments, prepares plans to meet substantial changes in workload; justifies revisions in staffing levels, work priorities, and deadlines.
- Strategically manages resources to ensure high performance, quality service, and customer satisfaction in order to enhance the National Apprenticeship System.
- Develops plans to convert strategic goals into actions.
- Provides authoritative advice and consultation to ETA and OA officials and customers.
- Utilizes mastery in applying a wide range of qualitative and quantitative techniques and methods for assessing and improving program operations in order to recommend new approaches and alternatives to address current and/or anticipated problems.
- Studies newly proposed legislation and regulations to determine their impact on the program.
- In the absence of the Division Chief, coordinates office activities with other Federal agencies, including USDOLs OFCCP, OPA, SOL, OCIA, and CRC; the U.S. EEOC; other state and local enforcement agencies, and other Federal agencies, as appropriate.
- Works with other National Office supervisors and Regional and State Directors to incorporate customer and stakeholder input into goal setting and operational outcomes.

QualificationsFor GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying Specialized Experience for the GS-14 includes at least four of the following:- Leading and managing grants, contracts, cooperative agreements, and other federal financial assistance vehicles, including funding announcements, statements of work, guidance, eligibility criteria, evaluation factors, and application requirements.
- Leading high-visibility programs, projects, procurements, or policy initiatives involving strategic planning, oversight, cross-functional coordination, performance monitoring, and program integrity.
- Supervising staff engaged in program analysis or operations, including assigning work, setting priorities, evaluating performance, resolving issues, identifying training needs, and ensuring quality and timeliness.
- Making recommendations that inform senior leadership decisions on program, policy, or regulatory matters.
- Developing and presenting executive briefings, reports, decision memoranda, talking points, and other materials for senior leaders and high-level officials.
- Coordinating with senior leaders and internal and external stakeholders on matters affecting program goals and organizational priorities.
