DUTIES AND RESPONSIBILITIES
Supervises daily operations related to pharmaceutical regulation, including inspections, investigations, licensing, compliance monitoring, and enforcement actions for pharmacies and pharmaceutical entities and conducts these activities as needed. Provides leadership and direction to Pharmacist Inspectors, Pharmaceutical Investigators, and Health Licensing Specialists. Oversees licensing processes for pharmacies, pharmaceutical distributors, automated dispensing systems, and other regulated pharmaceutical entities. Reviews complex or sensitive applications, including those involving criminal histories, disciplinary issues, or regulatory deficiencies. Reviews inspection and investigative reports for accuracy, completeness, and compliance with District and federal laws. Ensures proper follow-up, documentation, and regulatory action where violations are identified.
Assists in developing and updating policies and procedures related to pharmaceutical regulation. Ensures staff training on new or revised policies and maintains consistency across regulatory operations. Coordinates with internal leadership and external partners, including federal agencies, District government entities, professional associations, regulated facilities, and community stakeholders on issues affecting pharmaceutical operations and compliance. Ensures timely communication of findings and requirements to regulated entities. Provides authoritative guidance on interpretation of pharmacy laws, regulations, and standards to staff, regulated facilities, applicants, and other stakeholders. Supports program planning, quality assurance activities, and continuous improvement initiatives within the Office of Health Facilities.
QUALIFICATIONS AND EDUCATION
Education: A doctoral degree in Pharmacy that is recognized by the Accreditation Council for Pharmacy Education(external link) (ACPE) or an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.
In addition to the licensure and educational requirements described above, a minimum of one year of professional pharmacy experience that is equivalent to at least the next lower grade level.
LICENSES AND CERTIFICATIONS
Applicants must be licensed to practice pharmacy in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
All qualified applicants are encouraged to apply; however, you must be possess and maintain a valid license as a Pharmacist in the District of Columbia to perform the duties of this position.
WORKING CONDITIONS and ENVIRONMENT
Work is performed primarily in an office setting, with regular onsite inspections of pharmaceutical facilities and entities. The incumbent may be required to travel for conferences, seminars, or stakeholder meetings.

Duration of Appointment: MSS At-Will-This position is not in the collective bargaining unit. Management Supervisory Services (MSS): At-Will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit: This position is not covered under a collective bargaining unit.
Position Designation: Security Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations, and are subject to the following checks and test:
(a) Criminal background check.
(b) Traffic record check (as applicable).
(c) Consumer credit check (as applicable).
(d) Reasonable suspicion drug and alcohol test; and
(e) Post-accident or incident drug and alcohol test.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
