The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the section. Also serves as an Air Operations Center (AOC) Formal Training Unit (FTU) Course Manager/Senior Instructor and subject matter expert. Responsible for oversight of AOC FTU courses training students on operational level warfare command and control through the five divisions of the AOC, supervising course instructors, coordinating and de-conflicting training schedules, supervising course execution, and performing the role of subject matter expert as the senior course instructor.

Duties:

  • Plans, organizes, and directs the activities of AOC FTU courses, ensuring that the section complies with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Obtains and maintains qualifications as an AOC process and/or weapon system applications instructor.
  • Reviews, revises, and approves AOC training instructional materials in accordance with established learning objectives.
  • Using AOC experience and knowledge, develops and approves instructor cadre development training programs as well as AOC course training plans and measurement devices required to ensure student achievement of training objectives.

  • This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. The employee must pass initial and periodic short notice drug testing. (cont'd)
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.
  • AOC FTU instructional systems development, curriculum development, and instructional technology experience (distant and resident training) are highly desirable.
  • The employee must obtain and maintain Top secret security clearance as a condition of employment
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.
  • The employee is required to travel by commercial or military aircraft in the performance of temporary duty (TDY) assignments. This position may require the employee to occasionally travel for extended periods away (cont'd)
  • from the normal duty station to include CONUS or overseas and may include remote or isolated areas. The employee must be able to obtain
    and retain a US Government official passport.


Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of the application of military rated aviation operations expertise as it applies to assigned programs, operations, weapon systems, logistics support and personnel readiness in support of major military operations such as war, mobilization, deployment, exercise, Special Operations, command and control, or similar operations. Operational experience as a fighter, bomber, or command and control platform aircrew member is highly desirable.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. In-depth knowledge of the application of military rated aviation operations expertise as it applies to assigned programs, operations, weapon systems, logistics support and personnel readiness in support of major military operations such as war, mobilization, deployment, exercise, Special Operations, command and control, or similar operations. Operational experience as a fighter, bomber, or command and control platform aircrew member is highly desirable.

2. In-depth knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluation of the same.

3. Ability to apply a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of training programs. Skill in planning and executing various mission specialties in support of joint task forces and air component objectives.

4. Skill to communicate effectively both orally and in writing as an instructor. Skill to negotiate complex issues; and maintain good working relationships.

5. Knowledge of Air & Space Operations Center and Air Force Forces missions and relationships to determine coordination and liaison requirements and training audience strengths and weaknesses for program planning and execution.

6. Ability to apply agency safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
