This incumbent serves as the Supervisor of the Agreements and Federal Programs team and is responsible for planning, implementing, evaluating, collaborating, and overall administration of assigned programs within an assigned portfolio in support of EDU's mission.
Specific duties include:
- Leads and manages assigned portfolio programs within the Program Oversight and Accountability Division.
- Provides strategic planning and oversight to ensure compliance with education and training program requirements.
- Resolves sensitive and complex issues independently and provides recommendations to leadership.
- Coordinates program goals and initiatives with federal, state, private sector, and nonprofit stakeholders.
- Serves as a organizer, facilitator and/or liaison for meetings, conferences, and internal and external communications.
- Researches, analyzes, and evaluates policies, regulations, and institutional data to identify trends and improve program effectiveness.
- Develops reports, briefings, and recommendations to support program oversight and decision-making.
- Implements process improvements, monitors program performance, and supports continuous improvement initiatives.
- Leverages Microsoft 365 products and other technology tools to streamline processes and improve operational efficiency.
- Supervises GS-11 through GS-13 employees, assigning work, setting priorities, and monitoring performance.
- Establishes performance standards, coaches and develops employees, and addresses performance and training needs.
- Oversees recruitment, employee relations, labor relations, and disciplinary actions while promoting EEO, safety, and organizational policies.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
- For a GS-14 position you must have served 52 weeks at the GS-13 level.
- The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-14 Grade Level:- Specialized Experience: Experience leading complex program operations within Federal education benefit programs, including directing cooperative agreement activities with State Approving Agencies, overseeing data analysis and program performance assessments, guiding development of policies and procedures, and coordinating stakeholder engagement efforts. Demonstrated ability to synthesize quantitative and qualitative information, advise leadership on program effectiveness, manage projects and organizational initiatives, and represent organizational interests in collaborative environments to strengthen program execution and support the mission of Education Service.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may require.
