As a Supervisory Management and Program Analyst, GS-0343-14, you will be responsible for:

• Managing and directing the work of the staff, ensuring assignments are commensurate with their responsibilities and that the scope of these assignments are understood.
• Coordinating and overseeing personnel matters which includes evaluation of employee performance, recommending selections and promotions, and scheduling of work operations.
• Overseeing the quantity and quality of the work done and for assuring efficient and economical work operations; for planning, organizing and reviewing work.
• Directing the process of reviewing formula and discretionary applications each year from State and local educational agencies across the country and directing the disbursement of payment transactions throughout the fiscal year for multiple program activities and years.
• Scheduling the monitor visit and desk audits after receiving assignments and priorities.
• Reviewing and recommending regulations, policies and procedures for administering the Program office's responsibilities.
• Conducting continuing appraisal of program operations and recommends priorities to the director for the accomplishment of program goals.
• Interpreting legislation and regulations, developing policy recommendations and guidance documents for a large formula grant program.
• Ensuring that the Program Director is aware of broad and specific group issues, significant group changes and potentially controversial matters.
• Briefing upper management on problems encountered that adversely affect the administration of activities within the Group/Program office and provides recommendations specifying actions and recommending solutions.
• Preparing a wide variety of documents (OMB / congressional budget request, S&E allocation plans, and travel projections) for internal and external use, making presentations in a variety of settings, and representing the Program office at conference and meetings.

Qualifications

Minimum Qualification Requirements

Specialized Experience for the GS-14 One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:

1. Experience analyzing data and applying lessons learned to develop policies, establish priorities, and implement procedures for managing grant programs that impact elementary and secondary education programs at the Federal, state, or local levels.
2. Experience advising senior leaders and leading teams in a school, district, or state educational agency setting on K-12 education policies, principles, and practices.
3. Experience leading technical assistance programs or initiatives in an educational setting to improve educational outcomes, utilizing data-driven approaches to monitor progress, assess effectiveness, and guide continuous improvement efforts.

Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1. Knowledge of broad program goals and objectives, the sequence / schedules and timing of key program events and milestones, and methods of evaluating program accomplishments.
2. Knowledge of Formula and Discretionary Grant education initiatives and other administrative laws, policies, regulations, and precedents applicable to the administration of one or more grant programs across federal, state or local government agencies or private sector organizations.
3. Knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
4. Knowledge of relationships with other programs and key administrative support functions within the Department, federal, state or local government agencies or private sector organizations.
5. Ability to work with schools, state entities, management organizations, and community stakeholders.
