Summary

This position resides in a Regional, Subregional or Resident Office (Field office) of the National Labor Relations Board.

This position is responsible for the investigation and handling of representation cases (R cases) of average complexity and a variety of unfair labor practices cases (C cases) which may range from simple to average complexity.

Duties

As a Supervisory Labor Management Relations Examiner (Resident Officer), GS-0244-14, your typical work assignments may include:

  • Reviewing case reports, recommendations and proposed resolutions to ensure conformance to standards and policies.
  • Supervising Field Attorneys and Labor Relations Investigators in investigations and representation hearings.
  • Advising on the conduct, form and substance of settlement negotiations and agreements and application of modified or conflicting precedents and adequacy of legal analyses.
  • Initiating annual evaluations and appraisals of staff pursuant to the career development program and the requirements of union-management agreements; making recommendations regarding the annual performance ratings for employees supervised; and assisting in the management of the Labor Relations Investigator recruitment programs.
  • Reviewing reports outlining issues and contentions of both parties and summarizing evidence; reviewing drafts of complaints detailing allegations found to have merit; and making recommendations.
  • Facilitating voluntary disposition of cases, participating in case conferences with parties to obtain stipulated elections agreements, settlement agreements, and withdrawal of petitions.

IDEAL CANDIDATE STATEMENT

The ideal candidate for the Supervisory Labor Management Relations Examiner (Resident Officer) position will have experience processing cases on all levels of difficulty and complexity. The candidate has extensive knowledge of the National Labor Relations Act. Excellent communication and analytical skills are desired. Meticulous attention to detail is preferred.

MINIMUM QUALIFICATIONS

Applicants must have one year of specialized experience, equivalent to the GS-13 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of a Supervisory Labor Management Relations Examiner (Resident Officer) at the GS-14 grade level.

Specialized experience includes:

  • Experience making authoritative recommendations of factual information both orally and in writing to agency-level stakeholders; and
  • Experience with the National Labor Relations Act and similar statues to negotiate and prepare collective-bargaining agreements; and
  • Leading a team involved in investigative and analytical work related to field labor law in order to effectively coordinate operations.

TIME-IN-GRADE REQUIREMENTS

All Agency employees must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-13 or equivalent grade level of the federal service, is required to qualify for this position.

You will receive credit for all qualifying experience, including volunteer experience.
