Job Summary
This position is in the Department of Housing and Community Development, Information Technology Unit (DHCD ITU). The position reports to the Chief Administrative Officer (CAO) for DHCD and provides leadership, management, and technical advisement which assists in meeting DHCD's current and future technical infrastructure and technology demands.
The incumbent is responsible for the direct management of the Information Technology Unit (ITU) team that operates and maintains the DHCD's server, desktop/laptops (workstations), cell phones VPN, applications and other computing environments. In addition, this position will routinely liaise with the OCTO's Enterprise Cloud and Infrastructure Services (ECIS) team which provides on-premises core cloud services to District agencies such as virtual servers, databases, load balancing, storage solutions, backup systems, active directory, and disaster recovery solutions and integration with external cloud providers solutions.
Major Duties and Responsibilities
Supervise the Information Technology Unit staff and provides technical leadership necessary to provide efficient and effective IT services for the Department. Determines priority for projects, plans work schedules and makes assignments to subordinate staff. Identify and resolve time sensitive project risks, issues, interdependencies, and conflicts, both within and across business units and initiatives and coordinate implementation. Use strong relationship management and communication skills to ensure outcomes align with overall DHCD as well as program goals and objectives. Responsible for overseeing and leading the strategic direction of the ECIS team; directly managing all program staff; advising program sponsors, working with other IT managers, and teams utilizing management disciplines and approaches; and working with other department leaders to define, prioritize, and implement technical infrastructure processes and procedures to meet business requirements.
Plans, organizes, analyzes, evaluates, and controls activities assigned to incumbent through application of industry best practices management principles, practices, and techniques. Develops operational budgets, strategic plans and roadmaps, estimates resources requirements, defines milestones and deliverables, monitor activities, and evaluates and report on accomplishments. Identifies alternative solutions to unique business problems. Delivers concise and effective presentations, develop financial reports, create proposals for new initiatives, and provides effective guidance on projects and initiatives. Serves as an expert adviser to the Director, managers, supervisors, staff and information technology users on new developments and advanced techniques in information technology; planning, organizing. Directs studies to develop long range Information technology forecasts and recommendations; evaluating overall plans for major information technology projects; coordination development of information technology standards, guidelines, or policy.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit (Non-Union): This position is not in a collective bargaining unit.
Position Designation: This position has been deemed Security Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks reasonable suspicion drug and alcohol testing, and post-accident or incident drug and alcohol testing for the duration of their tenure.
Residency Preference: Applicants claiming Residency Preference will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
