DutiesHelp
Major duties include but not limited to:- Oversee the development, implementation, and maintenance of enterprise Knowledge Management policies, standards, and governance supporting core provisioning and broader OIT operations.
- Manage a geographically dispersed team of knowledge analysts, writers, and subject matter contributors, providing guidance, coaching, and performance oversight.
- Support business continuity, emergency preparedness, and COOP initiatives by ensuring critical procedures and restoration processes are documented and updated.
- Direct the creation, review, approval, and publication workflows for knowledge articles across ITIL functions such as Incident, Problem, Event, and Change Management.
- Develop and implement metrics that evaluate the effectiveness of the Knowledge Management program, including usage, search success, escalation reduction, and resolution-time improvements.
- Collaborate with IT security, privacy, and compliance teams to ensure all knowledge content meets confidentiality, integrity, and availability requirements.

QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2026.
You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below.
Basic Requirement - Individual Occupational Requirement (IOR): Applicants must have IT-related experience demonstrating each of the four competencies listed below.- Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
- Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
- Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND- SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as: Leading or supervising a team of IT specialists responsible for deploying and sustaining resilient communications capabilities (e.g., cellular, satellite, or other emerging transport technologies) in support of emergency, contingency, or crisis response operations; coordinating rapid-response IT logistics and personnel deployment during disasters, outages, or continuity-of-operations (COOP) events to restore or maintain critical network connectivity; developing, implementing, or overseeing emergency preparedness plans, incident response procedures, or continuity-of-operations protocols for an IT or telecommunications organization; and providing technical advice and recommendations to senior leadership on emergency communications readiness, risk mitigation, and resource allocation during time-critical incidents.
