Summary

The National Institutes of Health (NIH) seeks a visionary IT leader as Chief of Data Center Facility Infrastructure Services (FIS). In this senior role, you will set strategic direction and long-range plans for the NIH Data Center facilities and co-location services; and provides 24-hour management of all aspects of the facility infrastructure systems, including heating, ventilating and air condition, electrical, structural integrity, and access control to support NIH.

• Serve as the authoritative technical advisor to NIH and HHS leadership for all Data Center programs. Lead and manage Data Center Facility/Infrastructure Services, overseeing physical cabling, data center operations, co-location services, and facility infrastructure systems that support NIH mission needs.

• Foster strategic and operational partnerships with NIH Office of Research Facility (ORF) and across other NIH Institutes, Centers, and HHS operating divisions related to Data Center services.

• Formulate and execute complex budgets, technology investment plans, and Fee-for-Service revenue strategies to maximize cost-efficiency and ensure effective stewardship of public funds.
• Oversee acquisition and contract management, establishing rigorous internal controls and operational policies to guarantee strict compliance and governance.

• Oversee engineering evaluation, design, and planning for telecommunications and fiber/cabling infrastructure, ensuring accurate technical assessments and forward-looking system enhancements.
• Establish and maintain comprehensive policies, procedures, internal controls, and quality management practices to ensure effective, secure, and efficient operations.
• Manage contractor activities and complex telecommunications projects, including cost studies, requirements analysis, acquisition support, and technical evaluation.
• Provide supervisory leadership to FIS staff, including performance management, workload distribution, training oversight, and fostering professional growth and teamwork.

Qualifications

You qualify at the GS-15 level, if you meet one of the following qualification requirements:

IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates all of the following four competencies:1. Attention to Detail - is thorough when performing work and conscientious about attending to detail; and 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; and 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and 4. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

Have 1 year of specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector typically gained in the IT field or through performing the following IT related tasks: managing business applications services and projects for an IT organization; performing business analysis functions to identify customer requirements; leading projects for the development of business applications designs, systems, and services; and providing leadership and direction to other staff in planning and delivering IT projects and services.

The FIS organization within the NIH Center for Information Technology operates NIH's enterprise data center and high-performance computing center, including power distribution and backup/generator systems, environmental monitoring, physical security and access controls, fire suppression, capacity planning, and lifecycle management of critical facility infrastructure. FIS also oversees major network cabling infrastructure for projects across NIH.
