Summary

This position is part of the Office of the Chief Information Officer, Department of Energy. As a Supervisory IT Program Manager, you will be responsible for developing and implementing policies and guidance for Assessments and Authorizations processes, overseeing the administration of cybersecurity training programs, and leading initiatives to build and enhance the Department's cyber workforce capabilities

Duties

  • Forms and executes strategic security policies and acts as the deciding authority for evaluating and approving security packages for high-impact unclassified and classified (up to Top Secret/SCI) national security systems.
  • Provides executive leadership over security assessments, independent audits, and compliance reviews to identify system vulnerabilities, track plan of action and milestones (POA&Ms), and ensure federal data privacy rules are met.
  • Plans, directs, and standardizes cybersecurity training and awareness campaigns across the agency, ensuring critical leadership roles and authorizing officials receive required training.
  • Formulates long-range workforce plans, strategically forecasts future technological skill needs, and partners with Human Resources to recruit and hire highly cleared cybersecurity specialists.
  • Works directly with senior Department leadership (such as the CIO and CISO) and represents the agency in high-level interagency working groups to align cybersecurity policy across federal portfolios.
  • Manages day-to-day office operations by planning and assigning work, setting priorities, developing performance standards, assessing employee performance, and identifying training needs for subordinates.

  • New supervisors/managers are required to serve a one-year probationary period.
  • New supervisors are required to complete 80 hours of supervisory training of which 40 hours must be completed during your first year as a supervisor.
  • Occasional travel may be required.
  • This position is not included in a Bargaining Agreement.


Qualifications

You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below.

BASIC REQUIREMENT

Applicants must have IT-related education and experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.


SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  • Serving as a senior lead directing Risk Management Framework (RMF) or security assessment and authorization (A&A) processes, and developing organization-wide cybersecurity policies, plans, or compliance standards for complex systems.;
  • managing complex cybersecurity projects or portfolios, which includes allocating budgets, determining resource requirements, and managing the performance of multi-disciplinary teams.
  • Designing, planning, and administering large-scale cybersecurity training, security awareness, or professional workforce development programs to identify and close critical technical skill gaps across a large organization.


"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
