As a Supervisory International Transportation Specialist, you will:
- Serves as the division chief with operational and personnel authority for the Trade Policy Division's non-supervisory staff and formulates annual and long-range plans for programs and work priorities.
- Formulates recommended United States' positions and strategies for achieving United States' objectives for negotiating international trade agreements and for resolving trade problems with counterpart countries and foreign direct investment problems through intermodal and interagency review.
- Develops, negotiates, and ensures compliance with transportation provisions of international trade agreements impacting the transportation sector with elements of the Department of Transportation, Office of the U.S. Trade Representative, Department of State, other U.S. Government agencies, international national organizations, foreign governments, foreign embassies, state and local governments, private industry, and the public.
- Participation in international meetings and/or trade negotiations, both bilateral and multilateral, to represent U.S. Department of Transportation and the United States.
The
ideal candidate has experience as a manager or leader and is a motivated and self-reliant professional, having experience conducting international trade and foreign direct investment analysis, expertise in formulating trade policy or negotiating international bilateral and multilateral transportation and trade agreements between the United States and foreign Governments, and managing people and programs.

- SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
- BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals. Appointment will be subject to the applicant's successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.
- PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
- FINANCIAL DISCLOSURE: The Ethics in Government Act of 1978 requires the applicant selected for this position to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.
- TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
- DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
QualificationsTo meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.
Individual Occupational Requirement: Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled (for positions above GS-5).
To qualify for the Grade 15, you must have
at least one year of specialized experience equal or equivalent to the GS-14, it must include:
- Experience in applying analytical and evaluative methods and techniques to assess transportation-related international trade policies, programs and functions (e.g. imports and exports, foreign investment, transportation impacts to shippers and travelers, economic competitiveness and impacts on manufacturers, service providers and consumers), including knowledge of economic analysis and U.S. and international trade and transportation regulations, laws, policies, and agreements.
- Experience in negotiating international trade and investment agreements between the United States and foreign Governments, resolving trade concerns, and developing trade policy.
- Supervisory experience including leading and managing teams of specialists providing strategic guidance, performance oversight, or project management.
