About the Position: This position supervises a team of professionals servicing the RPEDS; USACE; New Orleans District. As a regional office this position provides support to the Memphis and Vicksburg Districts. The incumbent will provide leadership and oversight to ensure organizational activities support the mission and objectives of the Civil Works program.

This announcement is intended to fill a vacancy and will be assigned to one of the USACE duty locations, specified in this announcement.

Duties

• Serves as Assistant Division Chief (deputy) support the division Chief for RPEDS, with responsibility for supporting division functions which include the plan formulation process for a portfolio of complex planning studies across three districts.
• Plans, coordinates, directs, and supervises a diverse interdisciplinary workforce conducting complex planning studies, environmental compliance, economic analysis, and division wide operations.
• Directs division business and administrative functions, including workforce planning, resource allocation, budgets, training, and internal controls, ensuring efficient execution and alignment with regional and priorities.
• Serves as the technical expert and representative with officials from other Districts, higher echelons, other Federal, non-federal entities at the local and state levels to discuss division support of specific projects.
• Directs and controls division activities to ensure steady workflow, productivity, and compliance with personnel responsibilities, including employee relations, recruitment, performance management, and workforce development.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

GS-14

Specialized Experience: One year of specialized experience which includes at least 3 of the following:

1. Experience providing oversight and direction of a portfolio of Civil Works programs or projects including plan formulation, environmental compliance, and/or economic analysis functions OR, 2. Experience working with local, state, and federal agencies, as well as non-federal sponsors, to advise on complex, or controversial issues OR, 3. Experience leading or directing interdisciplinary teams for civil works projects including the interpretation and application of law, policy, and guidance that informs planning or environmental compliance process OR, 4. Experience performing formal supervisory and personnel management functions, including establishing performance standards, conducting performance evaluations, setting work priorities, and directing personnel actions (such as recruitment, selections, or employee relations). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
