About the Position: This position is located within RPEDS; USACE; New Orleans District and provides support to the Memphis and Vicksburg District. The position serves as the Plan Formulation Branch Chief, managing the Branch's workload and resources across a complex portfolio keeping in line with the organization's mission, policies, and operating procedures.

This announcement is intended to fill a vacancy and will be assigned to one of the USACE duty locations, specified in this announcement.

Duties

Help

• Serves as Chief, Plan Formulation Branch, with responsibility for carrying out branch functions across a portfolio of complex planning studies.
• Plans, coordinates, directs, and supervises, through subordinate supervisors, the activities to delivery complex planning studies, environmental compliance, economic updates for projects.
• Coordinates branch activities extensively with other elements across the districts, MSC, and HQ to ensure technical consulting, policy compliance, and quality of products.
• Serves as the technical expert and representative as appropriate with officials from other Districts, non-federal entities at the local and state levels, and other Federal agencies.
• Participates in long-range strategic planning for the branch, serving as a key decision-maker regarding resources, schedule and funding, for major studies and projects.
• Technically and administratively controls branch activities including; workflow, production, technical quality, and full compliance with personnel management responsibilities, including recruitment, performance evaluations, and employee relations.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

GS-14Specialized Experience:

One year of specialized experience which includes at least 3 of the following:1. Experience providing oversight and direction of a portfolio of Civil Works programs or projects including plan formulation, environmental compliance, and/or economic analysis functions OR, 2. Experience working with local, state, and federal agencies, as well as non-federal sponsors, to advise on complex, or controversial issues OR, 3. Experience leading or directing interdisciplinary teams for civil works projects including the interpretation and application of law, policy, and guidance that informs planning or environmental compliance process OR, 4. Experience performing formal supervisory and personnel management functions, including establishing performance standards, conducting performance evaluations, setting work priorities, and directing personnel actions (such as recruitment, selections, or employee relations). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
