DutiesHelp
- Provide technical expertise and oversight for cost, risk, and schedule development processes.
- Coordinates with other organizational elements of the District in scheduling civil works projects for bid solicitations.
- Compares Government estimates with contractors' bids and furnishes an analysis, which serves as supporting material for decisions on awarding contracts.
- Serves as technical advisor on all matters pertaining to cost engineering and specifications.
- Directs staff that are preparing and/or reviewing cost estimates for planning and budgetary purposes.

GS-13Specialized Experience: One year of specialized experience which includes meeting all of the following: 1) Developing Engineering Division and/or other technical office's input to various studies and projects; 2) Applying cost engineering products, processes, and policies effectively; 3) serving on Project Delivery Teams (PDT) to provide specialized cost input and to cross train teams; and 4) Providing Independent Government Estimates (IGE), cost and schedule Risk analyses. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Selective Placement Factor: The duties of this position require the incumbent to possess and maintain license/registration as a Professional Engineer and/or Professional Geologist, and/or Registered Architect, and/or Certified Cost Consultant, and/or Certified Cost Engineer. This license/registration must be in good standing and issued by any one of the 50 states, or its territories: (Note: You are required to submit your up-to-date license from any state or territory with your applicant package.)

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
