Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at INSCOM National Ground Intelligence Center in Charlottesville, Virginia.

Duties

Help

• Supervises a Branch in the Asia-Identity Intelligence, and is responsible for planning, directing, controlling, reviewing and evaluating the work of an organization responsible for the production of finished intelligence on regional topics.
• Develops specific policies and procedures and program submissions to meet mission requirements.
• Briefs Army, DOD intelligence community and participating agencies' officials on organization mission and production.
• Assigns work based on overall program objectives, priorities, skills and manpower availability.
• Reviews operations, evaluates program effectiveness by review of reports, discussion with subordinates and consultation with customers serviced.
• Maintains continuous contact with functional counterparts to ensure awareness of new policies, regulations and state-of-the-art developments affecting the programs supervised.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
• Employee must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
• Travel is required approximately 20% of the time.
• All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

Specialized experience is defined as experience planning and executing intelligence analysis on foreign state and/or non-state ground forces, systems, and/or operating environments; planning and implementing principles, concepts, and methodologies to develop major program initiatives, drive intelligence collections, and/or apply analytical tradecraft; and delivering analytic findings, in both verbal and written form, to a wide range of audiences.

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
