Duties

Help

The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Intelligence Analysis Flight. This position requires an Intelligence Research and Operations Specialist to serve as an Air Forces Adversary Tactics Analyst Supervisor in the 547th Intelligence Squadron, responsible for foreign air defense forces, associated armament and weapons systems, and force structure, in the Intelligence Analysis Flight, 547IS, 57ATG, 57WG, USAFWC, Nellis AFB, Nevada.

DUTY 1: Plans, organizes, and oversees the activities of the Intelligence Analysis Flight (INA). Develops goals and objectives that integrate organization and INA objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.

DUTY 2: Exercises supervisory personnel management responsibilities. Supervises adversary tactics analysts in the Intelligence Analysis Flight. Directs, coordinates, and oversees work of subordinate personnel. Advises staff regarding policies, procedures, and directives of the installation commander or headquarters. Selects candidates for subordinate non-supervisory positions taking into consideration skills and qualifications, mission requirements, equal employment opportunity (EEO) and diversity objectives.

DUTY 3: Assesses new developments and ongoing trends in the capabilities, tactics, training, employment and production of foreign air defense forces, associated armament and weapons systems, and force structure. Reports to Director of Operations. Provides detailed adversary tactics analysis to Air Force leadership that includes implications and potential impact on current and future US war-fighting capability, force posture, and weapon system acquisition programs, through briefing items, correspondence, and other media.

DUTY 4: Participates in national Intelligence Community (IC) interagency and international working groups. Assists in formulating Air Force Intelligence positions on foreign air defense forces, associated armament and weapons systems, and force structure issues and assessments. Liaison with national-level intelligence agencies, DoD scientific and technical intelligence centers, and other service intelligence agencies concerning foreign air forces, their aircraft, associated armament and weapons systems, and force structure.

DUTY 5: Participates in the production of general military intelligence (GMI) products to support critical Air Force threat assessment programs and the DoD Intelligence Production Program (DODIPP).Drafts, reviews, editsand comments on intelligence documents published by the USAF, the Defense Intelligence Agency (DIA), and theCentral Intelligence Agency (CIA), among others.

  • Accredited 4-year degree desired in either public administrative field or substantive specialty, although generalist approach more likely to allow individual to address varied aspects of job.
  • Polygraph testing is likely.


Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: mastery of analytical techniques employed in developing, evaluating, and interpreting quantitative and qualitative data and ability to use them independently to accomplish routine and complex projects; mastery of the functions and operations of intelligence and the national-level IC, and of the process for producing intelligence threat assessments and other estimative documents; mastery of performing all-source intelligence research and analysis on the

capabilities, tactics, training, employment, force structure, production, and technical capabilities of foreign adversary air defense forces; mastery of providing intelligence support to weapon systems acquisition and the DoD Intelligence Production Program (DODIPP), and ability to provide tailored threat support. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

AND

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Mastery of analytical techniques employed in developing, evaluating, and interpreting quantitative and qualitative data and ability to use them independently to accomplish routine and complex projects. Mastery of the functions and operations of intelligence and the national-level IC, and of the process for producing intelligence threat assessments and other estimative documents. Mastery of performing all-source intelligence research and analysis on the capabilities, tactics, training, employment, force structure, production, and technical capabilities of foreign adversary air defense forces.

2. Mastery of providing intelligence support to weapon systems acquisition and the DoD Intelligence Production Program (DODIPP), and ability to provide tailored threat support. Knowledge and skill in the application of Air Force, DoD and National Intelligence Community security regulations. Knowledge of safety, security, personnel management, Military Equal Opportunity (MEO) and EEO regulations, practices, and procedures. Knowledge of acquisition planning and contracting methodologies sufficient to provide a critical analysis with a recommended course of action on a wide variety of contractual matters.

3. Expert knowledge of communications and information (C&I) systems and facilities, practices and methodologies equivalent to those used in both government and industry; to include an understanding of the Air Force and C&I organizational structure.

4. Knowledge and understanding of the Department of Defense Planning, Programming and Budgeting System (PPBS) and Federal budget process, including knowledge of congressional budget process; and thorough and detailed understanding of Air Force, DoD and OMB policies, directives, and regulations in order to effectively develop and defend multi-year financial programs.

5. Tact, maturity, diplomacy, and superior communication skills for normal duties and for regular contact with very senior government officials. Skill in managing the work operations of multiple organizational segments to meet program requirements, goals, and objectives within available resources.

6. Ability to communicate succinctly and directly in oral and written (including electronic) presentations, adhering to length and quality constraints imposed by superiors. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly and through subordinate supervisors.

CONDITIONS OF EMPLOYMENT CONTINUED:

1. Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
