This position is located in the Office of the Chief Operating Officer (OCOO), Office of Security Services (OSS), and reports to the Director of Security Services. The incumbent serves as the agency's senior technical authority for the Counterintelligence (CI) Program, exercising independent judgment in the development, implementation, and oversight of enterprise-wide security programs that protect EXIM's personnel, information, and national security equities from foreign intelligence entity (FIE) threats. The incumbent analyzes potential counterintelligence indicators, coordinates referrals to the Federal Bureau of Investigation (FBI) and other Intelligence Community (IC) partners in accordance with applicable Memoranda of Understanding and advises senior leadership on emerging threat trends and program posture. The incumbent serves as the primary point of contact for interagency coordination on counterintelligence matters, representing EXIM in engagements with the FBI and other federal partners.

Duties include, but are not limited to:

• Plans, directs, and coordinates all counterintelligence operations and activities for EXIM, ensuring alignment with national intelligence priorities and EXIM's strategic objectives.
• Develops and implements comprehensive counterintelligence programs to identify foreign intelligence threats, economic espionage attempts, export control violations, and sanctions evasion schemes targeting EXIM-supported transactions.
• Develops counterintelligence policies, standard operating procedures, and program guidance for EXIM.
• Directs counterintelligence investigations, threat assessments, and damage assessments related to potential espionage, unauthorized disclosures, or foreign influence operations targeting EXIM.
• Serves as EXIM's primary liaison with the Intelligence Community and manages relationships with Intelligence Community Agencies and other counterintelligence entities.

Qualifications

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work): GS-14:

You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government or other equivalent pay systems. Specialized experience includes:

• Experience in leading or managing counterintelligence operations and programs to identify, assess, and mitigate foreign intelligence threats, economic espionage, sanctions evasion, and other national security risks;
• Experience in developing or implementing counterintelligence policies, procedures, programs, and threat assessments while ensuring compliance with intelligence directives, applicable laws, regulations, and security requirements;
• Experience in coordinating counterintelligence operations or information-sharing activities with Intelligence Community agencies, law enforcement organizations, and interagency partners to support national security, economic security, and mission objectives; AND
• Experience in supervising counterintelligence personnel by directing work, managing priorities, evaluating performance, developing staff, and overseeing complex programs involving sensitive or classified information. ???????
