Organizational Location: This position is located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Office of Human Capital, Human Resources Operation Center, in Irving, Texas; Santa Ana, California; Washington, District of Columbia.

As a Supervisory Human Resources Specialist (Compensation), at the full performance level, GS-14, you will perform the following duties:

  • Serve as a senior level staff member providing subject matter expertise in pay and leave administration programs
  • Responsible for the development, execution, evaluation, and oversight of pay and leave administration activities for the agency
  • Provide expert management advisory services for complex compensation problems
  • Identify deficiencies and propose solutions for implementation


This is a non-bargaining unit position.

You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-13 grade level or equivalent performing at least 2 out of 4 of these duties:

  • Serving as a supervisor for a compensation or payroll department;
  • Providing expert level advice to employees, supervisors, and managers on advanced human resources general pay, premium pay and leave administration concepts and practices in accordance with established rules, laws, and policies;
  • Providing expert level guidance on time and attendance matters;
  • Planning and assigning work to subordinates

Salary: The salary range indicated in this announcement reflects the lowest and highest potential salaries for this position. Supervisory Probationary Period: This is a supervisory position. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a 1-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.
