Summary

This position is part of the Office of the Chief Human Capital Officer, Department of Energy. As a Supervisory Human Resources Specialist, as Talent Talent Systems and Quality Branch Manager, oversees a team that delivers expertise and support in USA Staffing, HR information systems, data analytics, accountability, records management, performance awards, and pre-employment processes for the Client Services Division.

Duties

  • Supervise a multi-disciplinary team of HR professionals by setting priorities, assigning workloads, establishing performance standards, evaluating work, and recommending personnel actions.
  • Identify employee training needs, foster professional growth, and provide high-level guidance on federal HR regulations, laws, and Merit System Principles.
  • Oversee the operational direction of HR Information Systems and business process training, annual performance award coordination, eOPF management, and pre-employment drug testing coordination.
  • Manage accountability programs, internal quality control reviews, HCMAP audit preparations, SOP development, and priority placement programs to ensure regulatory adherence.
  • Direct the program management of USA Staffing, including template development, system troubleshooting, OPM liaison activities, and user training.
  • Analyze metrics, audit findings, and system workflows to identify operational bottlenecks, mitigate compliance risks, and drive efficiency.

  • A one-year probationary period may be required.
  • New supervisors/managers are required to serve a one-year probationary period.
  • New supervisors are required to complete 80 hours of supervisory training of which 40 hours must be completed during your first year as a supervisor.
  • Employee must be able to obtain and maintain Delegated Examining certification within 1 year of employment in order to review and evaluate the work of staff.


Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting All of the following:

1. Leading or coordinating HR staff, project teams, or operational functions in the delivery of HR services and applicants must meet at least two (2) of the following 4:

  • USA Staffing Program Management (e.g., system administration, template maintenance, troubleshooting, liaison activity with OPM, and navigation training)
  • HR Information Systems (HRIS) & Performance Award Coordination (e.g., technical oversight, data integrity management for personnel action processing, coordinating end-of-year performance awards, and related training)
  • HR Accountability and Quality Assurance (e.g., internal compliance reviews, auditing personnel actions, managing local/agency-wide job searches, and training)
  • Records Management (e.g., managing eOPF processes and reviewing document requests);


AND

2. Analyzing and applying Federal HR policies to resolve complex operational issues to eliminate compliance gaps and provide authoritative guidance to managers and employees.

AND

3. Evaluating service delivery to identify operational bottlenecks, enhance processes for compliance with governing standards, and lead the creation of standard operating procedures or training programs to improve organizational efficiency.
