Summary

This position is located in the Department of Housing and Urban Development, Office of the Chief Human Capital Officer.

Duties

As a Supervisory HR Specialist (HR Development), you will:

-Establish and execute a comprehensive learning and development strategy encompassing workforce training, leadership development, and executive education programs that is aligned with agency goals, workforce planning, and mission priorities.

-Oversee the design, implementation, and evaluation of executive, senior leader, and emerging leader development programs.

-Direct agency-wide employee development initiatives, including career development, mentoring, coaching, rotational assignments, and reskilling/upskilling programs.

-Supervise a multidisciplinary team of learning professionals, including instructional designers, program managers, and trainers. Plan, assign, and evaluate work; establish performance standards; and ensure alignment with organizational priorities.

The official duty station for this position will be in Alexandria, Virginia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Key Requirements:

  • Must be U.S. Citizen or U.S. National.
  • A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • A one year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation.
  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:

-Leading enterprise-wide learning and development, leadership development, or workforce development programs aligned with organizational mission objectives and strategic workforce planning priorities; AND

-Directing the design, implementation, and evaluation of leadership development, employee development, technical training, or executive education programs using multiple delivery methods such as instructor-led, virtual, blended, and digital learning solutions; AND

-Advising senior leadership on workforce capability, succession planning, organizational development, learning strategy, or employee development initiatives designed to improve organizational performance and leadership readiness; AND

-Managing learning operations, including supervision of staff, oversight of training budgets and contracts, implementation of learning technologies or Learning Management Systems (LMS), and ensuring compliance with federal training and workforce development requirements; AND

-Applying data analytics, program evaluation methods, and performance metrics to assess learning effectiveness, improve training outcomes, and support continuous improvement initiatives.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-15 you must have been at the GS-14 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
