The Air Force Civilian Service (AFCS) is looking for a Full-Time Chief, Project Management (NH-0801-03) to work at Air Force Materiel Command (AFMC) - 75th Air Base Wing, on Hill AFB in Layton, UT. Recruitment, Relocation, and Student Loan Incentives may be authorized. 2026 Salary Range: $89,508-$138,370 Yearly Job Open Date: 07/08/2026 Job Close Date: 07/21/2026 Who May Apply: U.S. Citizens In this position, you will serve as the Chief of the Project Management branch supervising and leading a team of civil engineers and architects for the 75th Civil Engineer Group at Hill Air Force Base. Responsibilities include leading the team to execute cradle-to-grave management of the planning, design and construction of major facility and infrastructure projects. Leads and directs staff to manage 80+ projects currently in design or construction for a program valued over $1.8B. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and tracks work to ensure smooth completion. Identifies need for changes in priorities and takes action to implement such changes. Train and mentor employees on both work and administrative matters. Represents the Project Management branch with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with customers to include 75th Air Base Wing, Ogden Air Logistics Complex, 388th Fighter Wing, and other mission partners. Works closely with Army Corps of Engineers local leadership to guide project execution for Military Construction projects. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Meet OPM minimum requirements for the 0801 series; member must hold an ABET-accredited Bachelor's Degree in Engineering or demonstrate an adequate combination of skills, experience and coursework to qualify. Recruitment Knowledge Skills and Abilities: Ability to direct project teams for major facility and infrastructure projects, develop facility project statements of work and contract requirements documents, lead and coordinate design reviews, and lead construction project execution effectively for multiple facility projects simultaneously. Knowledge of a wide range of multidisciplinary professional engineering theories, concepts, principles, standards, methods, techniques, materials, and equipment, as well as knowledge of standard construction and contracting regulations, practices, and procedures. Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and of the DoD Planning, Programming, and Budgeting System. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Skill in evaluating state-of-the-art scientific and engineering technologies and incorporating into the planning, design, operation, maintenance, repair and upgrade of installation natural/built infrastructure. Ability to analyze, plan, organize, and direct work operations to meet program requirements and objectives with available resources; and to mentor, motivate, and appraise the staff of an organization. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry.
